RESUMO

KEY MESSAGE: The nuclear Factor YB of Carthamus tinctorius L. increased the content of unsaturated fatty acids by regulating the expression of genes involved in fatty acid synthesis and oil accumulation. Safflower (Carthamus tinctorius L.) seed oil is rich in linoleic acid and is widely used in food and medicine. Therefore, key genes regulating oil synthesis were mined through genetic engineering to provide genetic resources for improving oil content. Based on the conserved domain of the NF-YB, we screened and identified 14 CtNF-YB transcription factors in the safflower genome and divided them into three subfamilies through phylogenetic analysis. Regulatory motif analysis of the CtNF-YB promoter revealed specific cis-regulatory elements related to abiotic stress, growth, and development. Expression analysis of CtNF-YB family genes showed that non-Leafy Cotyledon 1(non-LEC1) genes were highly expressed in roots, leaves, and flowers; Leafy Cotyledon 1(LEC1) genes were highly expressed during early seed development; and Dr1-like genes were highly expressed in roots, stems, and leaves. CtNF-YB12 was identified as a LEC1 transcription factor based on phylogeny and BLAST alignment. Heterologous CtNF-YB12 expression in Arabidopsis thaliana increased seed pod length and seed size. Moreover, CtNF-YB12 overexpression increased the oil content of seeds, upregulated genes involved in fatty acid biosynthesis and glycolysis, and altered the content of unsaturated fatty acids, including oleic acid (C18:1), linoleic acid (C18:2), and linolenic acid (C18:3), as well as of sucrose, fructose, and glucose. CtNF-YB12 may increase the oil content by regulating key enzyme genes of oil synthesis, so it can be used as a reliable target.

Nowadays, innovation seems to be the inevitable choice to achieve stable economic growth. However, the negative impact of air pollution on health and economy makes air pollution an important factor in regional innovation, which deserves our discussion. The overall regional innovation level from 2014 to 2019 has an upward trend, while the overall air pollution has a downward trend during the period, which provides foundation for our research. Based on the data of 285 prefecture-level cities in China from 2014 to 2019, this paper uses the fixed effect and mediation model to verify the impact and mechanism of air pollution on regional innovation. The results show that the increase in air pollution, measured by the air quality index, significantly inhibits regional innovation. Air pollution has significant funds crowding-out effect and human capital loss effect, thereby decreasing the regional innovation level, which means innovation funds and researchers play a conductive role between air pollution and regional innovation. In heterogeneity analysis, it is found that the detrimental effect of air pollution on regional innovation is significant in eastern and central China, in large- and medium-sized cities, and in cities with poor or general air quality. It indicates that developed and large-scale regions should pay more attention to air pollution control. For polluted regions, more emphasis and endeavors are needed to address air pollution problems. Besides, the inhibitory effect is more severe on incremental innovation rather than on radical innovation, which deserves the attention of enterprises engaged in incremental innovation. Therefore, we propose that targeted environmental policies and effective measures should be developed to improve air quality in the long run. Moreover, policymakers could provide strong support for innovation grants, talent subsidies, and rewards and encourage clean technological innovation through short-term trade-offs between heavily polluting and low polluting enterprises.

This study aims to clarify the correlation between air pollution of cities in Beijing Economic Belt from a time-varying perspective and estimate effects of joint prevention and control regulation of air pollution. The COVID-19 pandemic provides a unique opportunity. Based on daily data of air quality, we used TVP-VAR model and utilize the pandemic as a quasi-experiment to assess the policies. The results show air pollution in surrounding cities does influence Beijing's air quality, but the relationship has been weakening year by year, mainly due to industrial adjustment which have achieved progress on alleviating the path of air pollution. Therefore, it is necessary to implement joint regulation in areas with serious pollution. Specifically, the relationship between the air quality of Beijing and Zhangjiakou, Chengde, Tianjin decreased as the pandemic became worse. In contrast, there was no significant decline in Langfang and Baoding. So unlike Baoding and Langfang, industrial production increased relationships between air quality of Beijing and the other three cities, which highlights the validity of restrictions. However, restrictions implemented on Baoding and Langfang affect economic development but have little effect on Beijing's air governance. Therefore, joint regulation contributes to realizing sustainable cities, but more targeted policies should be formulated.

Air pollution is one of the major environmental problems that endanger human health. The COVID-19 pandemic provided an excellent opportunity to investigate the possible methods to improve Beijing's air quality meanwhile considering Beijing's economic impact. We used the TVP-VAR model to analyze the dynamic relationship among the pandemic, economy and air quality based on the daily data from 1 January to 30 August 2020. The result shows that the COVID-19 pandemic indeed had a positive effect on air governance which was good for human health, while doing business as usual would gradually weaken this effect. It shows that the Chinese authority's production restriction effectively deals with air pollution in a short period of time since the pandemic is just like a quasi-experiment that suddenly suspended all the companies. However, as the limitation stops, the improvement decreases. It is not sustainable. In addition, a partial quarantine also has a positive impact on air quality, which means a partial limitation was also helpful in improving air quality and also played an important role in protecting people's health. Second, the control measures really hurt Beijing's economy. However, the partial quarantine had fewer adverse effects on the economy than the lockdown. It is supposed to be a reference for air governance and pandemic control. Third, the more the lag periods were, the smaller their impact. Thus, restrictions on production can only be used in emergencies, such as some international meetings, while it is hard to improve the air quality and create a healthy and comfortable living environment only by limitation in the long-term.
