In recent years, with the development of 'China's new urbanization, the "characteristic town movement" with the development of industrial economy first has brought problems to a large number of rural settlements, such as no cultural planning, no consumption of industry, and no soul. Then, in reality, there are still a large number of rural settlements under the planning of the upper-level local government, with the goal of developing into a characteristic town in the future. Therefore, this study believes that there is an urgent need to build a framework for evaluating the construction potential of rural settlements with sustainable characteristic towns. Not only that but also a decision analysis model should be provided for real-world empirical cases. This model needs to cover the assessment of the sustainable development potential of characteristic towns as the goal and the formulation of improvement strategies. This study combines the data collection of current characteristic town development rating reports, applies data exploration technology to extract core impact elements and obtain hierarchical decision rules, integrates expert domain knowledge with DEMATEL technology, and establishes an impact network relationship diagram between core impact elements. At the same time, the representative characteristic town cases are assessed for their sustainable development potential, and the modified VIKOR technique is applied to clarify the actual problems of the empirical cases, in an attempt to determine whether the development potential and development plan of the characteristic town meet the sustainable development needs from the pre-evaluation mechanism.

Biometrics has been developing for decades in diverse industries, such as consumer electronics, internet of things, financial industry, etc. The purpose of this research is to build a decision-making model to evaluate and improve the performances of biometrics for administrators to design and make suitable biometric systems. This paper adopts a hybrid multiple criteria decision making (MCDM) model, comprising decision-making trial and evaluation laboratory (DEMATEL), and DEMATEL-based analytic network process (called DANP) to probe into the interrelationship and influential weights among criteria of biometrics. According to DEMATEL technique, the empirical results indicate that criteria of biometrics have self-effect relationships. The dimension of biometrics that administrators of biometrics should enhance first when improving the performances is usability. The criterion of universality with the highest influencing value to systematically affect all other evaluation factors is what administrators of biometrics should comprehensively consider. In the top three criteria for evaluation by DANP, biometric systems with the most influential weight is the criterion that can be improved to have higher recognition rates for increasing the performances of biometrics, followed by biometric conditions and permanence.

Global warming and extreme weather have increased most people's awareness of the problem of environmental destruction. In the domain of sustainable development, environmental governance has received considerable scholarly attention. However, protecting and improving the environment requires not only substantial capital investment but also cooperation among stakeholders. Therefore, based on the network structure of stakeholders, the best-worst method (BWM) and modified Vlsekriterijumska Optimizacija I Kompromisno Resenje method were combined to form an environmental co-governance assessment framework that can be used to evaluate the effects of various policies and identify strategies for further improvement through data analysis (henceforth the BWM-mV model). This mechanism is not only useful for evaluating the effectiveness of environmental governance policies but also for generating suggestions to enhance these policies. Hence, the BWM-mV model is particularly suitable for local governments with limited resources in time, money, or labor. Pingxiang City Government is currently subject to such limitations and was therefore selected as the subject of an empirical case study. The results of this study revealed that the aspects (i.e., criteria) the Pingxiang City Government should urgently improve on pertain to a high-quality information communication platform (C13) and smooth joint decision-making by stakeholders (C24).

RESUMO

Most of the baby boomers born after the Second World War (WWII) have passed the age of 65, meaning they have gradually lost their social functions and positions, and are facing the need for care. In Taiwan, the lack of a long-term care mechanism is having a certain degree of impact on society as a whole, and thus, it is important to have a mechanism to take care of the elderly. In order to make this system sustainable, sufficient funds and continuous improvement are important factors. In the past, in order to avoid the illegal transfer of benefits, the social welfare mechanism avoided the use of for-profit organizations. However, as the economic environment declines, the role of for-profit organizations should be considered. This study defines the long-term ageing health care system using five major dimensions and 20 criteria. The DANP-mV model was used to analyze Taiwan's current system and identify problems, and then to develop a continuous improvement strategy from the perspective of the source of the problem in order to improve long-term ageing health care.

Climate change-related anomalies have increased public concern regarding environmental protection. This has opened newer rural development avenues. In this regard, livability of villages is crucial; it can be evaluated based on the villagers' quality of life (QoL). The WHOQOL-BREF, a comprehensive cross-cultural and cross-disciplinary scale proposed by the World Health Organization to assess QoL, has aided in assessing and improving QoL in different regions. However, the factors of this instrument are mutually influential, necessitating an improvement strategy considering the entire system. This problem may be resolved using the DANP-mV model. However, the traditional DANP-mV model includes many items and responding to all of them is difficult for experts. Therefore, by using the case of Xingshisi Village in China, this study proposed a modified DANP-mV model to provide additional suggestions for systematic improvement of the QoL and livability in the village. Xingshisi is a model village built according to an aspirational benchmark; however, different from the traditional definition of a benchmark, this village exhibits room for improvement. Although the modified model reduces the number of questions from 650 to 168, its effect remains similar to that of the traditional model. Moreover, in the modified model, physical capacity (D1) presented the largest dimensional gap. The interaction among the factors indicated that considering the effect of the environment (D4) and developing a systematic improvement strategy are necessary to improve the livability of villages facing limited resources.

Although wetland environmental protection plans are synonymous with wetland management and erosion control plans, the public perceptions of such plans often focus on their impact on the human enjoyment of wetland areas. These plans are affected by many interrelated influence factors, such as human welfare, property, safety, management, operations, maintenance, ecology, environment, artificial structures, climate control, and sustainable development. The purpose of this paper is to probe how to use qualitative and quantitative measurements of wetland environments to create plan indexes using criteria/attributes as well as how to help these indexes for achieving the aspiration levels in each criterion/attribute. Previous studies that attempted to measure environmental evaluations and plans have assumed that these criteria are independent, but this assumption does not hold in real-world applications of real problems. Therefore, in this proof-of-concept study, using an empirical exam among various attributes and to measure and evaluate the real conditions for improving the wetland environmental problems. A DEMATEL technique can be used to construct the INRM, the basic concept of an ANP was modified to determine the influential weights of criteria/dimensions in our research alternative, called DANP (DEMATEL-based ANP). Then we can construct a decision-making model via a hybrid modified VIKOR method to improve wetlands environmental management manager strategy formulation in performance evaluation toward for achieving the aspiration level. Using these techniques, a proposed model appeared, which can be used to explain interdependence and feedback problems. Based on the final results, we can also propose a gap improvement in the development of a sustainable development plan for the environment while taking comfort and safety into account to improve standards and achieve human welfare expectations.

With the growth of population and the development of urbanization, waste management has always been a critical global issue. Recently, more and more countries have found that food waste constitutes the majority of municipal waste, if they are disposed of properly, will bring more benefits in sustainable development. Regarding the issue of selecting and improving the location to make the disposal facility towards achieving the aspiration level for sustainable development, since it involves multiple and complicated interaction factors about environment, society, and economy which have to be considered properly in the decision-making process of mutual influence relationship. It is basically a multiple attribute decision making (MADM) issue, a difficult problem which has been obsessing the governments of many countries is widely studied and discussed. This study uses the new hybrid modified MADM model, as follows, first to build an influential network relation map (INRM) via DEMATEL technique, next to confirm the influential weightings via DANP (DEMATEL-based ANP), and then to construct a decision-making model via a hybrid modified VIKOR method to improve and select the location for remaining the best disposal facilities. Finally, an empirical case study is illustrated to demonstrate that the proposed model can be effective and useful. In finding the process of decision making, environmental pollution is the main concern of many people in the area, but actually it is the resistance by the general public that has to be considered with first priority.

With globalization, the notion of "creative city" has become a core concept of many cities in the world development policies, with real properties being upgraded or used to change, renewal is being conducted, and creative industries are emerging. This trend has reached its peak in the past decade, with different forms and scales gathering global development momentum among the creative communities to promote the development of creative economies. In recent years, however, there was still skepticism about the sustainability of the current creative communities. Many scholars have pointed out that signs of unsustainability have begun to appear in many creative communities. To overcome these obstacles, the development of rational and highly effective improvement strategy requires a dynamic thinking process. Therefore, this study employs the DEMATEL-based ANP with modified VIKOR (D-DANP-mV) model in presenting an assessment framework for the sustainability of creative communities. This system is used to assess the sustainability of current creative communities and determine how to solve their problems. Thus, continuous and systemic improvement strategies can be developed to achieve the aim of sustainable development. Two creative communities in Taiwan, Taichung Cultural and Creative Industries Park (TCCIP), and Shen-Ji New Village (SJNV), are used as case studies in this study. Based on the concept of systematic improvement from fundamental issues, the results indicate that the improvement priorities can be determined by applying the D-DANP-mV model. This approach is different from those found by a conventional method with the hypothesis of independent criteria (e.g., diversification of creative talents in TCCIP), and cannot use for performance improvement (e.g., only can be used for ranking and selection among alternatives). Considering these points, unreasonable premises, biased errors, and lack of some real application functions in the process of resource allocation could be more efficient improvement strategies generated in this proposed model.

BACKGROUND: As a new application technology of the Internet of Things (IoT), intelligent medical treatment has attracted the attention of both nations and industries through its promotion of medical informatisation, modernisation, and intelligentisation. Faced with a wide variety of intelligent medical terminals, consumers may be affected by various factors when making purchase decisions. PURPOSE: To examine and evaluate the key influential factors (and their interrelationships) of consumer adoption behavior for improving and promoting intelligent medical terminals toward achieving set aspiration level in each dimension and criterion. METHOD: A hybrid modified Multiple Attribute Decision-Making (MADM) model was used for this study, based on three components: (1) the Decision-Making Trial and Evaluation Laboratory (DEMATEL) technique, to build an influential network relationship map (INRM) at both 'dimensions' and 'criteria' levels; (2) the DEMATEL-based analytic network process (DANP) method, to determine the interrelationships and influential weights among the criteria and identify the source-influential factors; and (3) the modified Vlse Kriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method, to evaluate and improve for reducing the performance gaps to meet the consumers' needs for continuous improvement and sustainable products-development. First, a consensus on the influential factors affecting consumers' adoption of intelligent medical terminals was collected from experts' opinion in practical experience. Next, the interrelationships and influential weights of DANP among dimensions/criteria based on the DEMATEL technique were determined. Finally, two intelligent medicine bottles (AdhereTech, A1 alternative; and Audio/Visual Alerting Pillbox, A2 alternative) were reviewed as the terminal devices to verify the accuracy of the MADM model and evaluate its performance on each criterion for improving the total certification gaps by systematics according to the modified VIKOR method based on an INRM. RESULTS: In this paper, the criteria and dimensions used to improve the evaluation framework are validated. The systematic evaluation in index system is constructed on the basis of five dimensions and corresponding ten criteria. Influential weights of all criteria ranges from 0.037 to 0.152, which shows the rank of criteria importance. The evaluative framework were validated synthetically and scientifically. INRM (influential network relation map) was obtained from experts' opinion through DEMATEL technique shows complex interrelationship among factors. At the dimension level, the environmental dimension influences other dimensions the most, whereas the security dimension is most influenced by others. So the improvement order of environmental dimension is prior to security dimension. The newly constructed approach was still further validated by the results of the empirical case, where performance gap improvement strategies were analyzed for decision-makers. The modified VIKOR method was especially validated for solving real-world problems in intelligent medical terminal improvement processes. For this paper, A1 performs better than A2, however, promotion mix, brand factor, and market environment are shortcomings faced by both A1 and A2. In addition, A2 should be improved in the wireless network technology, and the objective contact with a high degree of gaps. CONCLUSIONS: Based on the evaluation index system and the integrated model proposed here, decision-makers in enterprises can identify gaps when promoting intelligent medical terminals, from which they can get valuable advice to improve consumer adoption. Additionally, an INRM and the influential weights of DANP can be combined using the modified VIKOR method as integrated weightings to determine how to reduce gaps and provide the best improvement strategies for reaching set aspiration levels.

This paper describes a fuzzy hierarchical analytic approach to determine the weighting of subjective judgments. In addition, it presents a nonadditive fuzzy integral technique to evaluate a green engineering industry case as a fuzzy multicriteria decision-making (FMCDM) problem. When the investment strategies are evaluated from various aspects, such as economic effectiveness, technical feasibility, and environmental regulation, it can be regarded as an FMCDM problem. Since stakeholders cannot clearly estimate each considered criterion in terms of numerical values for the anticipated alternatives/strategies, fuzziness is considered to be applicable. Consequently, this paper uses triangular fuzzy numbers to establish weights and anticipated achievement values. By ranking fuzzy weights and fuzzy synthetic utility values, we can determine the relative importance of criteria and decide the best strategies. This paper applies what is called a lambda fuzzy measure and nonadditive fuzzy integral technique to evaluate the synthetic performance of green engineering strategies for aquatic products processors in Taiwan. In addition, we demonstrate that the nonadditive fuzzy integral is an effective evaluation and appears to be appropriate, especially when the criteria are not independent.

The public preferences for environmental quality should be a primary consideration of planners and decision-makers in environmental systems planning. In the first stage of multicriteria analysis, a multi-attribute evaluation model for determining public preferences is formulated. The environmental indices are defined for a comparison of environmental quality in different metropolitan districts. The public preferences of the environmental quality in Taipei are obtained using the weighted average rating method. The results indicate air quality and noise pollution as main public concern. In the second stage of multicriteria analysis, strategies are proposed to improve the air quality, and criteria are established. The experts evaluated all alternative strategies according to the criteria. The alternatives are ranked applying the compromise ranking method.

For each decision problem, there is a competence set, proposed by Yu (1990), consisting of ideas, knowledge, information, and skills required for solving the problem. Thus, it is reasonable that we view a set of useful patterns discovered from a relational database by data mining techniques as a needed competence set for solving one problem. Significantly, when decision makers have not acquired the competence set, they may lack confidence in making decisions. In order to effectively acquire a needed competence set to cope with the corresponding problem, it is necessary to find appropriate learning sequences for acquiring those useful patterns, the so-called competence set expansion. This paper thus proposes an effective method consisting of two phases to generate learning sequences. The first phase finds a competence set consisting of useful patterns by using a proposed data mining technique. The other phase expands that competence set with minimum learning cost by the minimum spanning table method (Feng and Yu (1998)). From a numerical example, we can see that it is possible to help decision makers to solve the decision problems by use of the data mining technique and the competence set expansion, enabling them to make better decisions.
