RESUMO

This is the latest in a series of evaluations of Estonia’s response to HIV conducted jointly by WHO and UNODC. The most recent one was conducted in 2008. Since then, there have been remarkable achievements. Most of the suggested recommendations have been accepted and acted on. The national programme has become much more focused, better prioritized and better managed. Valuable lessons have been learned, that are useful beyond the HIV programme. Overall, the HIV programme in Estonia can be considered a very successful modern public health programme in Europe.

The World Drug Report 2008 presents comprehensive information on the illicit drug situation. This year, the Report presents an historical review of the development of the international drug control system. Besides the full report in English, an Executive Summary in English, Spanish and French language is available.

1995 startete das WHO-Regionalbüro für Europa mit Unterstützung des WHO-Kooperationszentrums für Gesundheitim Strafvollzug beim britischen Gesundheitsministerium das Projekt „Gesundheit im Strafvollzug“. Das Projekterstreckt sich auf ein Netzwerk von Ländern, die sich den Schutz und die Förderung der Gesundheit im Strafvollzugim Interesse der Häftlinge, des Wachpersonals und der öffentlichen Gesundheit zum Ziel gesetzt haben.Das Netzwerk erarbeitet anhand seiner Erfahrungen und gebündelten Fachkompetenz Leitlinien für die Länder, diedie Gesundheitsversorgung und Bedingungen in ihren Haftanstalten verbessern und insbesondere deren Rolle beider Verhinderung der Ausbreitung von Krankheiten ausbauen möchten. Das Netzwerk hat sich zum Ziel gesetzt,eine bedeutende Chance zur Förderung der Gesundheit einer marginalisierten Gruppe möglichst optimal zu nutzenund so nach ihrer Rückkehr in die Gesellschaft auch zur Gesundheit der Bevölkerung allgemein beizutragen. AufErsuchen der beteiligten Mitgliedstaaten hat das WHO-Projekt „Gesundheit im Strafvollzug“ zusammen mit Partnerorganisationenund Sachverständigen sowie mit Unterstützung des Büros der Vereinten Nationen für DrogenundVerbrechensbekämpfung, des Quäkerrats für Europäische Angelegenheiten, des Büros der Quäker bei denVereinten Nationen, des Sainsbury Centre for Mental Health, der Aids-Stiftung Ost-West und der EuropäischenBeratungsstelle für Drogen und Drogensucht eine Bestandsaufnahme in Bezug auf all die für die Gesundheit weiblicherHäftlinge im Strafvollzug relevanten Fragen durchgeführt und dabei ein besonderes Augenmerk auf die erheblichengesundheitlichen Ungleichheiten gerichtet, denen Frauen in Haftanstalten ausgesetzt sind. Das Projekthat die beiliegende Erklärung und das dazugehörige Hintergrundpapier als Untermauerung der Empfehlungen unddes im Schlussteil enthaltenen Handlungsappells angenommen.

RESUMO

In 1995, the WHO Regional Office for Europe launched the Health in Prisons Project, supported by the WHOCollaborating Centre for Health and Prisons in the Department of Health, United Kingdom. The Project workswithin a network of countries committed to protecting and promoting health in prisons in the interests of prisoners,of staff and of public health. Representatives from the ministries responsible for health in prisons in about 36countries in the WHO European Region attend the annual conference and network meeting of the Project. Thenetwork combines shared experience with expert advice to produce guidance for countries wishing to improvehealth care and circumstances in their prisons and, in particular, to develop their role in preventing the spread ofdisease. The network aims to maximize an important opportunity for promoting health in a marginalized group andcontributing to general public health in their communities. At the request of the Member States involved, the WHOHealth in Prisons Project, together with partner organizations and experts and with the support of the UnitedNations Office on Drugs and Crime, the Quaker Council for European Affairs, the Quaker United Nations Office,the Sainsbury Centre for Mental Health, the AIDS Foundation East-West and the European Monitoring Centre forDrugs and Drug Addiction, has reviewed all issues affecting women’s health in the criminal justice system and hasespecially considered the gross inequities in women’s health in prisons. The Project has adopted the encloseddeclaration and background paper as evidence fully justifying the recommendations and call for action in itsconclusion.
