RESUMO

The ISO/IEC 17025 standard requires that all significant contributions have to be propagated to the measurement uncertainty, including also sampling uncertainties. We evaluated soil sampling uncertainties for gamma-ray spectrometry by using in-house and split-sample methods. By in-house method, the sampling uncertainty was determined by comparing standard deviations of measurement results and average analytical uncertainty. With split-sample method, it was calculated using between-sample and between-analysis variances. If analytical uncertainty is reliably determined, the in-house method is recommended because fewer measurements are needed.

From early April 2020, wildfires raged in the highly contaminated areas around the Chernobyl nuclear power plant (CNPP), Ukraine. For about 4 weeks, the fires spread around and into the Chernobyl exclusion zone (CEZ) and came within a few kilometers of both the CNPP and radioactive waste storage facilities. Wildfires occurred on several occasions throughout the month of April. They were extinguished, but weather conditions and the spread of fires by airborne embers and smoldering fires led to new fires starting at different locations of the CEZ. The forest fires were only completely under control at the beginning of May, thanks to the tireless and incessant work of the firefighters and a period of sustained precipitation. In total, 0.7-1.2 TBq 137Cs were released into the atmosphere. Smoke plumes partly spread south and west and contributed to the detection of airborne 137Cs over the Ukrainian territory and as far away as Western Europe. The increase in airborne 137Cs ranged from several hundred µBq·m-3 in northern Ukraine to trace levels of a few µBq·m-3 or even within the usual background level in other European countries. Dispersion modeling determined the plume arrival time and was helpful in the assessment of the possible increase in airborne 137Cs concentrations in Europe. Detections of airborne 90Sr (emission estimate 345-612 GBq) and Pu (up to 75 GBq, mostly 241Pu) were reported from the CEZ. Americium-241 represented only 1.4% of the total source term corresponding to the studied anthropogenic radionuclides but would have contributed up to 80% of the inhalation dose.

Ambient dose equivalent H*(10) is measured to assess general population exposure to ionising radiation. From its spatial and time variations it is possible to identify sources of exposure. In Slovenia, semi-annual H*(10) is measured routinely with thermoluminescence dosimeters at 66 locations around the Nuclear Power Plant (NPP) Krsko and at 50 other locations covering the rest of Slovenian territory. Since the Chernobyl accident contamination had ceased to contribute to ambient dose equivalents, we have been calculating correlation coefficients between annual mean number of sunspots and annual H*(10). These correlation coefficients were calculated for five locations in western Slovenia and for five annual H*(10) extracted from measurements around NPP Krsko. Their ranges between -0.64 and -0.38 suggest a clear negative correlation between solar activity and H*(10). Mean annual H*(10) averted by solar activity in the past two solar maxima reached 0.070 mSv around NPP Krsko (155 m.a.s.l.) and 0.132 mSv and 0.180 mSv at Kredarica (2515 m.a.s.l.). Quantifying the influence of the solar activity on the ambient dose equivalent helps us to better understand exposure of the general population to ionising radiation.

In 2017, a new revision of the ISO/IEC 17025 standard was issued. One of the important changes is that the uncertainty arising from sampling has to be evaluated. Based on this new requirement, we evaluated the contribution of the sampling procedure to the total uncertainty budget of the high-resolution gamma-ray spectrometry of environmental soil, tap water and aerosol filter samples. We performed statistical analyses of measurements of sets of samples taken from the same target in the same general time period. The determination of sampling uncertainty was based on the evaluation of the standard deviation of the set of measurement results and the combined uncertainty budget of sample preparation and analysis. When the spatial and temporal heterogeneities are low, the sampling uncertainty is estimated to be around 5% (k = 1) for soil samples and 30-40% (k = 1) for air samples. For single tap water samples collected consecutively, sampling uncertainty does not have a significant contribution to the complete uncertainty budget.

This study assesses the potential use of different types of stabilized sewage sludge as a soil amendment by considering their physicochemical characteristics, nutritional status, and their trace metal and radionuclide content. The concentrations of trace metals and radionuclides were determined using ICP-OES and gamma-ray spectrometry, respectively. For determining nutritional status and chemical characterization, this study followed standard ISO-recommended procedures. Data analysis revealed that anaerobic sludge contains higher concentrations of Cr, Hg, and Ni compared to aerobic and non-biologically stabilized sludge. A similar observation was observed in the case of 226Ra, 210Pb, 228Ra, and 228Th. Furthermore, the high levels of P and N in aerobic sludge suggest that biologically stabilized sludge has the potential to be a good fertilizer. In addition, the study finds strong evidence that nutrients are involved in the adsorption of metals and radionuclides onto sludge biomass. Overall, eight of the nine studied sludge samples are safe for agricultural use since the concentrations of trace metals fall well below the limits set by Croatian legislation (NN 38/08). In addition, the levels of radionuclides do not pose a radiological risk. This means that soil conditioning with sewage sludge remains a viable strategy for nutrient recovery from municipal waste, although long-term impact assessments of repeated applications are necessary.

Non-human biota in radiological risk assessment is typically evaluated using Reference Organisms (ROs) or Reference Animals and Plants (RAPs), for all exposure situations. However, it still remains open whether the use of an increased number of species would improve the ability to demonstrate protectiveness of the environment. In this paper, the representativeness of a broader list of fauna is tested in terms of the geometrical characteristics and habits for radiological risk assessments in the case of routine discharges from a nuclear installation: the Cadarache centre. A list of terrestrial animal species, compiled from ecological inventories carried out around it was evaluated. A first survey around the centre inventoried >400 terrestrial fauna species, which were then filtered to reduce the number to 28 species for which dose assessments were carried out. Despite the differences between geometries for those site-specific species and the ROs (including RAPs), the absorbed dose rates calculated for both were very close (within a factor of two). Regardless of the studied organism, the absorbed dose rates calculated for the discharge scenario were mainly related to internal exposure, particularly for tritium (3H) and carbon 14 (14C), showing that there would be an acceptable dose rates difference between species from the same organism group. Additionally, sensitivity analyses were conducted to determine if the use of generic, predefined ROs was enough to assure an adequate protection of endangered species. It was observed that for every radionuclide the difference between assessments for site-specific species and ROs are unlikely to exceed a factor of 3. Hence, the result of this evaluation indicates that the use of generic ROs for non-human biota radiological risk assessment covers sufficiently other species, including endangered ones.

This article presents yearly mean concentrations of cosmogenic radionuclides 7Be and 22Na occurring in dry and wet depositions (fallout) and aerosols. Time dependencies negatively correlated with the yearly mean number of sunspots. Activity concentrations of 7Be and 22Na in aerosols in the surface air had a correlation of near-unity. 7Be in aerosols exhibited a smoother time dependence than 22Na, implying that the production of 22Na is more sensitive to the solar activity than the production of 7Be. The effect of the measured doses on the general population through internal and external exposure to radiation from cosmogenic radionuclides was small.

Environmental dosemeters were benchmarked against various dosimetry systems in realistic environmental conditions. For the first time, the dosemeters, provided by two institutions from two different countries, were deployed at 20 sites in Slovenia and Croatia (near the Nuclear Power Plant, NPP Krsko, Slovenia) during two semi-annual periods: summer-autumn and winter-spring. The results obtained using the different dosimetry systems show interesting features concerning local environmental peculiarities. The results of the intercomparison demonstrate an excellent agreement of the ambient doses measured independently by two different institutions and three passive dosimetry systems. Such consistency is crucial for the environmental dosimetry.

Several methods for reporting outcomes of gamma-ray spectrometric measurements of environmental samples for dose calculations are presented and discussed. The measurement outcomes can be reported as primary measurement results, primary measurement results modified according to the quantification limit, best estimates obtained by the Bayesian posterior (ISO 11929), best estimates obtained by the probability density distribution resembling shifting, and the procedure recommended by the European Commission (EC). The annual dose is calculated from the arithmetic average using any of these five procedures. It was shown that the primary measurement results modified according to the quantification limit could lead to an underestimation of the annual dose. On the other hand the best estimates lead to an overestimation of the annual dose. The annual doses calculated from the measurement outcomes obtained according to the EC's recommended procedure, which does not cope with the uncertainties, fluctuate between an under- and overestimation, depending on the frequency of the measurement results that are larger than the limit of detection. In the extreme case, when no measurement results above the detection limit occur, the average over primary measurement results modified according to the quantification limit underestimates the average over primary measurement results for about 80%. The average over best estimates calculated according the procedure resembling shifting overestimates the average over primary measurement results for 35%, the average obtained by the Bayesian posterior for 85% and the treatment according to the EC recommendation for 89%.

One of the best ways to demonstrate the performance and capabilities of testing laboratories is to participate successfully in different international comparison schemes and proficiency tests. The overview of all results of such schemes in the field of high resolution gamma-ray spectrometry where the Laboratory for Radioactivity Measurements (LMR) of the Jozef Stefan Institute (JSI), Slovenia, participated in years 1986-2014 is presented. Different schemes are compared, strong points and drawbacks of different providers and schemes regarding evaluation procedures, determination of reference values, reporting time, sets of radionuclides included in the samples and range of activities of different radionuclides are discussed. One of the main conclusions is that the comparison and proficiency test samples normally contain substantially larger activities than are usually detected in environmental samples. Therefore the capability of determination of activities close to detection limits is usually covered only by few schemes.

Determination of gamma ray dose in mixed neutron+gamma ray fields is still a demanding task. Dosemeters used for gamma ray dosimetry are usually in some extent sensitive to neutrons and their response variations depend on neutron energy i.e., on neutron spectra. Besides, it is necessary to take into account the energy dependence of dosemeter responses to gamma rays. In this work, several types of thermoluminescent detectors (TLD) placed in different holders used for gamma ray dose determination in the mixed fields were examined. Dosemeters were from three different institutions: Ruder Boskovic Institute (RBI), Croatia, JoZef Stefan Institute (JSI), Slovenia and Autoridad Regulatoria Nuclear (ARN), Argentina. All dosemeters were irradiated during the International Intercomparison of Criticality Accident Dosimetry Systems at the SILENE Reactor, Valduc, June 2002. Three accidental scenarios were reproduced and in each irradiation the dosemeters were exposed placed on the front of phantom and 'free in air'. Following types of TLDs were used: 7LiF (TLD-700), CaF2:Mn and Al2O3:Mg,Y-all from RBI; CaF2:Mn from JSI and 7LiF (TLD-700) from ARN. Reported doses were compared with the reference values as well as with the values obtained from the results of all participants. The results show satisfactory agreement with other dosimetry systems used in the Intercomparison. The influence of different types of holders and applied corrections of dosemeters' readings are discussed.
