RESUMO

Determining the level of a city's disaster resilience and developing a disaster resilience strategy is an important process towards understanding the current and potential future risk of cities. However, the process of determining and mapping the level of urban disaster resilience presents a challenge for the City of Tshwane, as it requires a consolidated and coordinated commitment and collaboration from various role players. This research study developed disaster resilience framework indicators for the City of Tshwane to determine its current disaster resilience and to contribute to its disaster resilience and sustainable development planning strategy. The research assumed a case study design using a qualitative approach to gather data through document analysis and one-on-one interviews. Ten disaster resilience framework indicators were identified as essential indicators in assisting the City of Tshwane with its endeavour to be a disaster resilient city.

RESUMO

Nowadays there are approximately 80 Anglophone journals that deal primarily with disaster risk reduction (DRR) and allied fields. This large array signals a sustained, if uneven, growth in DRR scholarship but also competition between the offerings of different publishers and institutions. The purpose of this article is first to summarise the development of academic publishing on DRR from its early beginnings to the present day. The paper then evaluates the current state of publishing in this field and discusses possible future trends. Next, it identifies some possible opportunities, challenges, expectations, and commitments for journal editors both within DRR and academia more broadly, including those that refer to changes in the use of terminology, the relentless increase in the number of papers submitted, the expansion and dangers of predatory journals, different peer review models, open access versus paywalls, citations and bibliography metrics, academic social networks, and copyright and distribution issues.

Despite the growing evidence pointing towards disaster risk as a social construction, the objectivist frame still dominates the conceptual frameworks constructed around disaster risk in Zimbabwe. As disasters continue to occur with increasing regularity and ferocity, the usefulness of the objectivist frame of disaster risk in minimising the devastating effects of disasters is questionable. This article investigates how framing affects the tractability of the objectivist frame of disaster risk in Zimbabwe by using the Tokwe-Mukosi flood disaster of 2014 as a case study. The research utilised secondary data and semi-structured interviews with senior managers and specialists in disaster risk management in Zimbabwe to explore factors affecting the tractability of the objectivist frame in implementation. The results of the study suggest that tractability of the objectivist frame is mainly affected by its limited understanding of the causes of, and solutions to, disasters. The frame ignores rival frames crucial in disaster causality, such as the constructivist frame, and in 'ignorance' it harbours 'latent' failures which only become apparent on the occurrence of a particular major disaster. Moreover, the objectivist frame of disaster risk requires significant administrative and technical expertise and funding to be tackled effectively, which are not readily available especially in developing countries. The frame is also reactive in dealing with disasters, which makes it prone to 'policy surprises', leading to 'policy disasters' where disasters are viewed as direct consequences of policy choices. The article concludes that for Zimbabwe to achieve its goal of minimising the impacts of disasters, greater efforts must be made in reframing disaster risk by integrating the objectivist frame with the social constructivist frame.

The policy thrust of disaster risk reduction initiatives is in many instances tailored towards able-bodied people. This is at the expense of those challenged in many facets such as physically, mentally and other forms of disability. The suggestion for disability to be mainstreamed into disaster risk reduction initiatives has been made imperative by the late shift in hazard and disaster thinking at local, national and international levels. The increasing intensity and frequency of weather-related hazards and disasters, driven by climate change, has provided fertile ground on which mainstreaming ideas and policies have proved to be incongruent. This research paper focuses on two key topics in the disaster science field: pre-disaster risk reduction planning and post-disaster emergency response activities. It is based on experiences from disaster risk reduction projects in Bulilima and Mangwe districts in southern Zimbabwe between 2006 and 2014. A qualitative research methodology was employed, and data were collected using in-depth personal interviews, observations and focus group discussions. Both able-bodied people and people living with disabilities (PWDs) were part of the study. Main findings show that PWDs were not included in the formulation of disaster risk reduction measures. Other important findings were the variable nature of how people define or view disability, and even believe that disability has a purpose. Most of the so-called normal people lack the understanding of what constitutes a disaster to such an extent that even disability is regarded as a disaster. The paper unravels the need to have a relook that would bring PWDs into the centre of civil protection decision-making and policy formulation in Zimbabwe. This article argues that religious beliefs significantly influence a community's understanding and experience of climate change adaptation, indicating the need for an inclusion of such information in climate change adaptation education. Data were collected using the Q-method, whereby recurring statements were identified from semi-structured interviews with participants from three rural communities in the North-West province of South Africa: Ikageng, Ventersdorp and Jouberton. The research found that community members who regard themselves as religious (overall of the Christian faith) fall under two groups: the religious determinists or fatalists, who see climate as a natural process that is governed by God, and religious participants who deny this 'naturalness' and acknowledge humans' impact on the climate.

Climate change is one of the greatest challenges humankind faces and adaptive behaviour is an imperative response to such change. Culture and the resulting worldview are determinants of behaviour and eminent cultural beliefs are that of time orientation (TO) and social self-construal (SSC). To date, no research focuses on these beliefs from an indigenous South African perspective or the manner in which it may subsequently affect a community's adaptation towards climate change. Q-methodology was used to study perspectives and beliefs in three peri-urban communities in South Africa and to investigate the interrelation between themes such as TO, SSC, climate change awareness and climate change causality. It became apparent that the communities are aware of climate change, yet little to no efforts are currently being made to adapt to climatic change. This absence of motivation to adapt may be attributed to limited risk perception and cultural beliefs of TO and SSC. This study aims to contribute to the understanding of cultural beliefs and its impact on climate change adaptation behaviour in the South African context. It is concluded that TO and SSC from an indigenous South African perspective influence community adaptation to climate change.

This article focuses on the social aspects of climate change and explores the interrelationship between belief systems and adaptation. The links and interaction between external and internal realities are examined from the perspective of contextual vulnerability, with a focus on the multifaceted structure of belief systems. The aim was to determine those challenges regarding climate change adaptation that are caused by a community's belief system and to make recommendations to overcome them. Diverse perceptions of climate change and beliefs from three townships in the North-West Province of South Africa were collected and analysed using Q-methodology, finding five distinct worldview narratives. These narratives were named naturalist collectivist, religious, religious determinist, activist collectivist and structural thinker. It is recommended that policymakers aim to address diverse views and should be informed by factors that increase resistance to belief revision. Information should be framed in ways that foster the perception of internal control, are clearly evidence based and encourage a desire to learn more.

The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient.
