RESUMO

This article presents an in-depth study and analysis of the application of big data-artificial intelligence fusion technology to the field of education in the context of the New Crown epidemic. Since the outbreak of the New Crown epidemic, there is a need to understand the channels for solving the demands of productive life during the epidemic, and the main way to solve these problems is to apply the Internet, big data, and artificial intelligence. Therefore, exploring the application of big data-artificial intelligence fusion technology in education in the context of the New Crest pneumonia epidemic is a top priority for reform and development nowadays. This study uses the paradigm narrow shift analysis framework to verify whether Computer Aided Instructional design, multimedia instructional design, and informational instructional design produce migration. For the intelligent stage of instructional design, the inevitability of the change in basic assumptions of instructional design in the context of artificial intelligence (AI) is first explained in terms of the opportunities brought by AI to education and teaching, the problems of the original information-based instructional design itself, and the many challenges it faces. On this basis, we also use the change in basic assumptions analysis framework to explain the content of intelligent instructional design by using the four elements of beliefs, values, symbols, and paradigms promised by the members of the community, verify that it has shifted, and build a change in the basic assumptions model from multimedia instructional design to information-based instructional design to intelligent instructional design. The article gives three countermeasures to solve the problem, that is, raising awareness, improving the plan, and strengthening the drill. To ensure the smooth implementation of the emergency management of national covid control program (NCCP), higher education institutions should further strengthen the construction efforts of specialized psychological counseling teams, build an early warning mechanism for psychological problems of the NCCP epidemic in higher education institutions, and a multilevel supervision system.

En el presente trabajo se analizan los problemas de compatibilidad con los principios que inspiran nuestro sistema normativo y bioético que genera la posible aplicación de algunas tecnologías (biotecnologías, tecnologías de la información y de la comunicación y, en definitiva, las tecnologías convergentes) como parte del tratamiento penal, en el marco del derecho de medidas de seguridad, para controlar la peligrosidad criminal de ciertas clases de delincuentes. De forma particular, se analizan cuatro posibles tecnologías: a) El control telemático, haciendo una especial referencia a la posibilidad de ejecutarlo por medio de la implantación subcutánea de los dispositivos de localización (por medio de GPS o tecnologías de similar naturaleza). b) Los registros on line de delincuentes peligrosos en la era de la protección de los datos. c) Los tratamientos de regulación hormonales como parte de la medida de libertad vigilada. d) Las intervenciones (invasivas o no) en el cerebro como herramienta para la “mejora moral”. El análisis individualizado de cada una de estas tecnologías nos lleva, en algunas ocasiones y bajo ciertas circunstancias, a afirmar la viabilidad jurídica del uso de dichas herramientas; mientras que, en otras ocasiones, nos lleva a rechazar su uso con rotundidad.(AU)


This paper analyzes the problems of compatibility with the principles that inspire our legal and bioethical system generated by the possible application of some technologies (biotechnologies, information and communication technologies and, in short, converging technologies) as part of criminal treatment, within the framework of the law of security measures, to control the criminal dangerousness of certain classes of offenders. In particular, four possible technologies are analyzed: a) Telematic control, with special reference to the possibility of implementing it by means of subcutaneous implantation of localization devices (by means of GPS or similar technologies). b) Online records of dangerous offenders in the era of data protection. c) Hormonal regulation treatments as part of probation measures. d) Interventions (invasive or not) in the brain as a tool for “moral enhancement”. The individualized analysis of each of these technologies leads us, on some occasions and under certain circumstances, to affirm the legal viability of the use of such tools; while, on other occasions, it leads us to reject their use outright.(AU)

RESUMEN La designación tecnologías convergentes hace referencia a la confluencia de la iencia computacional con campos tecnocientíficos como la Nanotecnología, la Biotecnología y las Ciencias Cognitivas. El objetivo de este trabajo es señalar y analizar los vínculos que guardan estas tecnologías convergentes con la Bibliotecología -que también recurre al uso de las tecnologías de la información y la comunicación-, ya sea en términos metodológicos, conceptuales o de aplicación. Como principal conclusión se deduce que la Nanotecnología, la Biotecnología y las Ciencias Cognitivas han reconfigurado, en los últimos años, sus propios conceptos de información. Esto ha hecho que profesionales de otras disciplinas, que tienen por objeto de estudio a la información, se detengan a re-pensar su naturaleza, dinámica y utilización.


ABSTRACT The denomination convergent technologies refers to the confluence of computational science with techno-scientific fields such as nanotechnology, biotechnology and cognitive sciences. The objective of this work is to point out and analyze the links that these convergent technologies keep with Library Science (which also uses the information and communication technologies), either in methodological, conceptual or application terms. The main conclusion is that both nanotechnology, biotechnology and cognitive sciences have reconfigured their own conceptuation of information in recent years. This has caused professionals from other disciplines, who study information, to stop to rethink its nature, dynamics and use.
