RESUMO

With the increasing capacity of renewable energy generators, microgrid (MG) systems have experienced rapid development, and the optimal economic operation is one of the most important and challenging issues in the MG field. To reduce the overall generation cost of microgrids, a hybrid butterfly algorithm (HBOA) is proposed to address the optimal economic operation problem in MG systems. This algorithm uses adaptive switching thresholds to balance the global exploration capability and local exploitation capability of the algorithm. It introduces a diversity learning mechanism to enhance information exchange among populations to improve the algorithm's accuracy and proposes an elite-guided guidance strategy to accelerate the convergence speed of the algorithm. Numerical simulation experiments on 10 standard test functions validate that the HBOA algorithm has higher optimization accuracy and faster convergence speed. Simulation experiments are conducted on two operation modes of microgrids: Islanded and grid-connected, and compared with other algorithms. In islanded and grid-connected modes, HBOA can reduce operating costs by up to 11.7% and 17.7%, respectively. The experimental results confirm the applicability and superiority of the proposed algorithm for solving the optimal economic operation problem in microgrids.

Objective:To conduct empirical research on the economic operation monitoring and evaluation index system of public hospitals in Guangzhou,and analyze the economic operation of sample public hospitals based on the comprehensive evaluation re-sults.Methods:A total of 15 public hospitals in Guangzhou are selected as samples,and their data from 2020 to 2022 are selected for standard deviation standardization.The standardized scores of each hospital were calculated and summarized by multiplying the standardized values of each index by its weight,and analyzed and compared.Results:The economic performance of these three types of hospitals in 2022 is not ideal,and there is room for improvement in risk management and development management.Among them,comprehensive hospitals and specialized hospitals have the highest scores in 2021,followed by 2022,and the lowest scores in 2020;traditional Chinese medicine hospitals have the highest score in 2021,followed by 2020,and the lowest score in 2022.Conclusion:The indicator system meets the development requirements of public hospitals,and the indicator data can be obtained,which is suit-able for monitoring and evaluating the economic operation of public hospitals.

Objective:To analyze and explain the influences of the professional background of the directors of public hospitals on the economic operation of the hospital,and to provide research support for training compound hospital management talents and improving the relevant policies of public hospital director management.Methods:The fixed effect model was used to conduct a quantitative analysis based on the data of individual directors and hospital economic performance of public hospitals in Guangdong from 2005 to 2018.Results:Compared with hospitals whose directors without clinical medical backgrounds,the medical income,the number of admissions and medical expenditure of the hospitals whose directors with clinical medical backgrounds were lower,and turnover of bed rate was higher,the differences were statistically significant(P<0.05).Compared with hospitals where the directors had not obtained a degree related to management and did not participate in management training,the asset-liability ratio and management cost of the hospital where the directors had obtained a degree or participated in the training were lower,and the liquidity ratio was higher,with statistical significance(P<0.05).Conclusion:For the economic operation indicators closely related to clinical work,directors with clinical medical background have a more significant impact because of their advantages in clinical front-line learning and work experience.For the economic operation indicators closely related to asset management,administration and cost management,directors with management learning experience can better reveal and exert their advantages in applying advanced management concepts,methods and tools,and have a more significant impact.

Objective:To analyze the current economic operation status of public hospitals at all levels and types in Beijing,and propose corresponding policy recommendations.Methods:Quantitative analysis was conducted on the economic operation status of public hospitals at all management levels,levels,and types in Beijing from 2019 to 2021.Results:The efficiency of inpatient services in tertiary hospitals is higher than that in secondary hospitals,while the efficiency of outpatient services in tertiary hospitals is lower in secondary hospitals.The proportion of financial allocation revenue and personnel expenses in central level hospitals is relatively low,and the balance of income and expenditure is better than that of municipal and district level hospitals.The income structure of comprehensive hospitals is gradually optimized,and the balance of income and expenditure in specialized hospitals is relatively good.Conclusion:The government plays a"baton"role in policy guidance,combining the functional positioning and disciplinary characteristics of public hospitals,optimizing the allocation of medical resources,and improving operational efficiency.The pricing authority will further improve the dynamic adjustment mechanism for medical service prices.The hospital formulates cost management goals based on the characteristics of the department,achieving"one policy for one department".Hospitals adhere to the principle of suitability,while ensuring medical quality,reasonably control costs and achieve maximum resource efficiency.

In a modern power system, reducing carbon emissions has become a significant goal in mitigating the impact of global warming. Therefore, renewable energy sources, particularly wind-power generation, have been extensively implemented in the system. Despite the advantages of wind power, its uncertainty and randomness lead to critical security, stability, and economic issues in the power system. Recently, multi-microgrid systems (MMGSs) have been considered as a suitable wind-power deployment candidate. Although wind power can be efficiently utilized by MMGSs, uncertainty and randomness still have a significant impact on the dispatching and operation of the system. Therefore, to address the wind power uncertainty issue and achieve an optimal dispatching strategy for MMGSs, this paper presents an adjustable robust optimization (ARO) model based on meteorological clustering. Firstly, the maximum relevance minimum redundancy (MRMR) method and the CURE clustering algorithm are employed for meteorological classification in order to better identify wind patterns. Secondly, a conditional generative adversarial network (CGAN) is adopted to enrich the wind-power datasets with different meteorological patterns, resulting in the construction of ambiguity sets. Thirdly, the uncertainty sets that are finally employed by the ARO framework to establish a two-stage cooperative dispatching model for MMGS can be derived from the ambiguity sets. Additionally, stepped carbon trading is introduced to control the carbon emissions of MMGSs. Finally, the alternative direction method of multipliers (ADMM) and the column and constraint generation (C&CG) algorithm are adopted to achieve a decentralized solution for the dispatching model of MMGSs. Case studies indicate that the presented model has a great performance in improving the wind-power description accuracy, increasing cost efficiency, and reducing system carbon emissions. However, the case studies also report that the approach consumes a relative long running time. Therefore, in future research, the solution algorithm will be further improved for the purpose of raising the efficiency of the solution.

Objective:In order to cope with the rising risk pressure on the economic operation of public hospitals,it aims to re-search and construct a comprehensive economic operation evaluation index,and improve the comprehensiveness,scientific and dynamic nature of monitoring and analysis of the economic operation of public hospitals.Methods:Literature research,expert consultation and hierarchical analysis were adopted.Results:A comprehensive evaluation model of public hospitals'economic operation covering 5 dimensions and 25 indexes,including structural optimization,controllable risk,efficiency enhancement,smooth operation and sustain-able development,has been constructed;empirical analyses of the overall index,sub-indexes and monthly indexes have been carried out on the data of some of the tertiary hospitals in Shanghai,which have verified the validity of the above index model in enhancing the monitoring,analysis and evaluation of the hospitals'economic operation,and revealed the role of the above index model in the changes of the economic conditions of the hospitals and the factors.Conclusion:Constructing a comprehensive evaluation index can effectively complement management such as comprehensive assessment and evaluation of public hospitals and traditional financial descriptive analysis.

Wise decision-making for coping with infectious diseases is a key to the success of farming, agriculture, as well as public health. Mastitis of dairy cows causes large economic burden to dairy farmers. Here, we study the optimal operation for a dairy farmer to manage cows infected by mastitis. In the simple model, we considered cows with different number of breasts (quarters) infected by mastitis. In the detailed model, we considered additional complexities: a cow produces milk only after the first birth of a calf, old cows are culled, milking is not practiced for 10 weeks prior to expected calf-birth, and a newborn calf provides an economic benefit. By fitting the parameters to the Japanese dairy farming situation, the dynamic programming analysis reveals whether an infected cow should receive medical treatment depends on the number of breasts infected, age, and season. Cows should be culled if many breasts are infected, they are old, and it is not close to the next calf-birth. The optimal management policy depends critically on milk price, maintenance cost, and recovery rate from mastitis infection, but not on infection rate.

Objective:To further analyze the reasons for operating loss of the sample hospital so as to resolve the developing predicament of children's hospitals.Methods:The financial data of the sample hospital from 2013 to 2015 were selected to compare the workload,incone structure,average cost and project cost before and after the medical reform so as to analyze the reason for the operation loss of the sample hospital.Results:According to the analysis results,the operating loss of sample hospital could be attributed to the following reasons:the healthcare pricing was underpaid with the high service costs,the quantity of outpatient service declined with the change of income structure,the financial compensation by legal was not fully funded.Conclusion:From the perspective of external policy,government medical service pricing should reflect the particularity of pediatrics.Government should increase the public subsidy to children's hospital.From the perspective of hospitals,children's hospital should optimize the service process,develop the characteristics of specialized pediatrics and control the medical cost to improve health care quality while improving market competitiveness.

This study aimed at exploring the economic operation and developing trend of county-level public TCM hospitals in Guangxi Province,promoting the comprehensive reform of county-level public hospitals with feasible countermeasures and suggestions.In this study,forty-seven county-level public TCM hospitals were involved in the analysis of their economic operations and benefits by constituent ratio analysis,ratio analysis and trend analysis.As a result,the average gross income of the hospitals exceeded the total expenditure with a slight surplus.Drug income contributed the biggest share of the medical income,while the ratio of Chinese drug income to the medical income was increasing year by year.The debt ratio increased from 38.7% in 2009 up to 44.6% in 2013,being over 30% in this period.In conclusion,it was demonstrated that problems were found in the lack of financial assistance,the low efficiency of economic management and the increasing average medical charges,which should be addressed by increasing investments to TCM hospitals,strengthening the performance appraisal and adjusting the charges of TCM medical services.

Objective To learn the economic operation and the existing problems of county TCM hospitals in Chongqing from 2012 to 2014.Methods 2012-2014 data of annual health financial report were used to conduct descriptive statistics and analysis of the current operation benefit, operating efficiency, debt paying ability, development ability, and cost management ability.Results From 2012 to 2014, the annual incomes of TCM county hospitals in Chongqing were 2.802, 3.412, and 4.385 billion RMB; the annual expenses were 2.813, 3.343, and 4.347 billion RMB; the ratios of income and expense about medical treatment were 0.86, 0.90, and 0.92; the ratios of income and expense of medicine were 1.16, 1.15, and 1.11; the outpatient amounts were 5.45, 5.87, and 6.99 million; the hospital discharge amounts were 330.4, 405.2, and 469.3 thousand; the charges per patient were 153.40, 177.12, and 188.71 RMB; the charges pre bed were 465.83, 533.14, and 571.02 RMB; medical expenses per patient were 4923.26, 5416.77, and 5576.01 RMB; the current ratios were 1.00, 1.06, and 1.09; the asset-liability ratios were 62.25%, 63.79%, and 61.37%; the annual growth rates of total assets were 14.06 % and 24.54%, and the annual growth rates of net assets were 19.44% and 21.70% during 2013 to 2014; 100-yuan hygienic materials and medicine consumption were 51.23, 51.10, and 50.07 RMB during 2012 to 2014; the management fee rates were 18.55%,15.44%, and 14.82%.Conclusion The general economic running of county TCM hospitals in Chongqing is stable and financial balance moves towards rationality; social benefit, expand capacity and cost management ability are enhanced gradually. However, the problems about insufficient government finance input, small medical income elasticity, poor debt paying ability, and diseconomies of scale still exist.

Objective: To analyze economic operation situation of public hospital of traditional Chinese medicine in Jiangsu. Methods: Through the investigation and analysis, to collect situation of hospital health resources, medical service, the resources utilization efficiency and balance. Based on the actual data on the present situation and the development of hospitals of traditional Chinese medicine, the systematic analysis of the income and expenditure was made. Results: The problems in the development of Chinese medicine hospitals and the countermeasures are found, references for the medical institution managers and the basis for policy makers are provided. Conclusion: Hospitals of traditional Chinese medicine need to continue deepening the reform, and actively developing the features of TCM advantages, finding their own positioning goals, trying to explore development service of traditional Chinese medicine and Chinese medicine products, so as to cultivate the self-core competitiveness.

Objective: Through analyzing the level, construction and operation efficiency of revenue, to analyze the basic status and change trend of current economics operation of county-level hospitals in this area, provide former basic information for making comprehensive reform evaluation on public hospitals. Methods: To collect data of annual health financial report, collect and analysis the data. Results: The overall level of revenue and expenditure of couty-level hospitals in Hainan increased rapidly , but there were rapid fall in 2012, the balance gap increased obviously; the proportion of financial assistance increased in 2011, while the construction of income and expenditure remained relatively stable. Conclusion: The general economic operation efficiency of county-level hospitals improved, but the comprehensive reforms still has not appeared, which needs further implementation of compensation mechanism for ensuring the successful implementation of comprehensive reform.

Objective: To understand the economic operation status of primary health services institutions from 2007 to 2012 in Hunan. Methods: Collecting relevant data from health statistics yearbook and health financial annual report. Descriptive statistics was used to analyze the data. Results: ⑴The quantity of medical services increased steadily within a narrow range , per capita daily burden of doctors were remarkably increased, bed utilization ratio got a significant growth but still lower than hospital level; ⑵the total revenue rose by year, the growth rate of drug revenue had a descending trend, financial aid revenue was growing strongly with 84% growth rate in 2010 and 72%in 2011; ⑶the total expenses rose by year, the drug expenses was almost steady, while the medical expenses had a remarkable rise, as a result, the proportion of drug expenses was descending from 35.4% in 2007 to 27.02% in 2012; ⑷the balance rate stayed at lower level, and negative balance had been existed since 2011 and the medical revenue and expenditure’ loss was most serious. Conclusion: Since the implement of new medical reform, especially the implement of essential medicine institutions, the balance of financial revenue and expenditure of primary health services institutions have been serious. Self compensation ability are poor, the institutions were facing development difficulty, it needed supports from comprehensive reform measures.

Objective To explore ways to make public hospitals more economically efficient in compliant with existing health economic policies.Methods The concept Medicare Value Added(MVA)is proposed,and used as a benchmark in summarizing the economic management mechanism reforms in Dongyang People's Hospital during the past five years.Centering on MVA,this mechanism consists of the framework assurance,economic management organizational structure,management tools,ways of business growth,cost control,and financial management.Results During the past five years,the net state-owned assets of the hospital increased 100%,out-patients and emergency patients increased by 129 percent in number,in-patients,by 100%,while the average per capita payment of out-patients hasdropped from 1 57.86 yuan to 1 30.23 yuan,and that of in-patients has been kept as unchanged.Ratio of drugs to total income is maintained below 42%.Conclusions The management approach emphasizing MVA is effective in improving economic efficiency of public hospitals
