RESUMO

This study proposes and discusses a multi-scale spatial planning method implemented simultaneously at local and national level to prioritize ecosystem management actions across landscapes and seascapes. Mismatches in scale between the occurrence of biodiversity patterns and ecological processes, and the size and nature of the human footprint, and the different levels and scope of governance, are a significant challenge in conservation planning. These scale mismatches are further confounded by data resolution disparities across and amongst the different scales. To address this challenge, we developed a multi-resolution scale-linked marine spatial planning method. We tested this approach in the development of a Conservation Plan for a significant portion of South Africa's exclusive economic zone, adjacent to the east coast province of KwaZulu-Natal (the SeaPlan project). The study's dataset integrated the geographic distribution of 390 biodiversity elements (species, habitats, and oceanographic processes) and 38 human activities. A multi-resolution system of planning unit layers (PUL), with individual PUs ranging in resolution from 0.2 to 10 km, was designed to arrange and analyse these data. Spatial priorities for conservation were selected incrementally at different scales, contributing conservation targets from the fine-, medium- and large-scale analyses, and from the coast to the offshore. Compared to a basic single-resolution scale-unlinked plan, our multi-resolution scale-linked method selects 6% less conservation area to achieve the same targets. Compared to a multi-resolution scale-unlinked plan, our method requires only an additional 5% area. Overall, this method reflects the multi-scale nature of marine social-ecological systems more realistically, is relatively simple and replicable, and serves to better connect fine-scale and large-scale spatial management policies. We discuss the impacts of this study on protected area expansion planning processes in South Africa. This study showcases a methodological advance that has the potential to impact marine spatial planning practices and policies.

As international concern for the survival of deltas grows, the Mekong River delta, the world's third largest delta, densely populated, considered as Southeast Asia's most important food basket, and rich in biodiversity at the world scale, is also increasingly affected by human activities and exposed to subsidence and coastal erosion. Several dams have been constructed upstream of the delta and many more are now planned. We quantify from high-resolution SPOT 5 satellite images large-scale shoreline erosion and land loss between 2003 and 2012 that now affect over 50% of the once strongly advancing >600 km-long delta shoreline. Erosion, with no identified change in the river's discharge and in wave and wind conditions over this recent period, is consistent with: (1) a reported significant decrease in coastal surface suspended sediment from the Mekong that may be linked to dam retention of its sediment, (2) large-scale commercial sand mining in the river and delta channels, and (3) subsidence due to groundwater extraction. Shoreline erosion is already responsible for displacement of coastal populations. It is an additional hazard to the integrity of this Asian mega delta now considered particularly vulnerable to accelerated subsidence and sea-level rise, and will be exacerbated by future hydropower dams.

Aldo Leopold, in "The Land Ethic," made 2 important contributions to conservation ethics: he emphasized the community and ecosystem levels of organization and he explicitly included people as members of the biotic community. Leopold's writings remain eloquent, inspirational, and influential, but the ideas he describes are inherently complex, and ecological science has continued to evolve since "The Land Ethic" was published in 1949. We used 4 sets of quotations from Leopold's essays to develop our commentary on the meaning of and challenges in interpreting his work and to explore the ongoing development of conservation ethics: the "A-B cleavage" (Leopold's description of the contrast between utilitarian value versus a broader definition of value in nature), "land health" and the rightness of human action, the right of all species to continued existence in natural populations "at least in spots," and humans as "plain member[s] and citizen[s]" of the "land-community." We define the broader function of land and land health in "The Land Ethic" as including completeness, dynamic stability, and self-renewal in a way that incorporates the needs of humans and all other species. We argue that the consequences of implementing Leopold's land ethic include multiple conservation goals nested within an overall systems approach and that conservation science must clarify the implications of Leopold's ethic by quantitatively investigating and defining large-scale, system-level ecological sustainability. At this scale, land use will encompass areas ranging from large expanses of wilderness to areas dominated by humans.

This paper studied the dynamics of ecological footprints (EF), degree of sustainable development and its tendency of Hexi oasis agricultural region in Gansu. The results showed that the EF displayed an increasing trend from 0.426 hm2 to 2.158 hm2 in 1949-2000, which was 0.693 hm2 in 1949-1970, 1.029 hm2 in 1975-1980, and 2.288 hm2 in 1985-2000. The ecological capacity (EC) was also increased from 0.550 hm2 in 1949 to 1.762 hm2 in 2000. Comparing with EF, the EC increased at low speed, which reached 0.782 hm2 in 1949-1970 and 1.715 hm2 in 1975-2000. Meanwhile, the sustainable development of Hexi region maintained ecological remainder during 1949-1975. However, it emerged ecological deficit in 1980, and resumed in 1985. The sustainable development of Hexi region has been successive ecological deficit since 1991. The degree was keeping negative increment at acceleration, and got to -0258 hm2 in 1991-2000. These results showed that the regional economic development of Hexi region was far away from sustainable development, and was in no-sustainable state.
