RESUMO

"National Civilized City" (NCC) is regarded as China's highest honorary title and most valuable city brand. To win and maintain the "golden city" title, municipal governments must pay close attention to various key appraisal indicators, mainly environmental ones. In this study we verify whether cities with the title are more likely to mitigate SO2 pollution. We adopt the spatial Durbin difference-in-differences (DID) model and use panel data of 283 Chinese cities from 2003 to 2018 to analyze the local (direct) and spillover effects (indirect) of the NCC policy on SO2 pollution. We find that SO2 pollution in Chinese cities is not randomly distributed in geography, suggesting the existence of spatial spillovers and possible biased estimates. Our study treats the NCC policy as a quasi-experiment and incorporates spatial spillovers of NCC policy into a classical DID model to verify this assumption. Our findings show: (1) The spatial distribution of SO2 pollution represents strong spatial spillovers, with the most highly polluted regions mainly situated in the North China Plain. (2) The Moran's I test results confirms significant spatial autocorrelation. (3) Results of the spatial Durbin DID models reveal that the civilized cities have indeed significantly mitigated SO2 pollution, indicating that cities with the honorary title are acutely aware of the environment in their bid to maintain the golden city brand. As importantly, we notice that the spatial DID term is also significant and negative, implying that neighboring civilized cities have also mitigated their own SO2 pollution. Due to demonstration and competition effects, neighboring cities that won the title ostensibly motivates local officials to adopt stringent policies and measures for lowering SO2 pollution and protecting the environment in competition for the golden title. The spatial autoregressive coefficient was significant and positive, indicating that SO2 pollution of local cities has been deeply affected by neighbors. A series of robustness check tests also confirms our conclusions. Policy recommendations based on the findings for protecting the environment and promoting sustainable development are proposed.

Flood disasters are frequent natural disasters that occur annually during the monsoon season and significantly impact urban areas. This area is characterized by impermeable concrete surfaces, which increase runoff and are particularly susceptible to flooding. Therefore, this study aims to adopt Bi-variate statistical methods such as frequency ratio (FR) and weight of evidence (WOE) to map flood susceptibility in an urbanized watershed. The study area encompasses an urbanized watershed surrounding the Chennai Metropolitan area in southern India. The essential parameters considered for flood susceptibility zonation include geomorphology, soil, land use/land cover (LU/LC), rainfall, drainage, slope, aspect, Topographic Wetness Index (TWI), and Normalized Difference Vegetation Index (NDVI). The flood susceptibility map was derived using 70% of randomly selected flood areas from the flood inventory database, and the other 30% was used for validation using the area under curve (AUC) method. The AUC method produced a frequency ratio of 0.806 and a weight of evidence value of 0.865 contributing to the zonation of the three classes. The study further investigates the impact of urbanization on flood susceptibility and is further classified into high, moderate, and low flood risk zones. With the abrupt change in climatic scenarios, there is an increase in the risk of flash floods. The results of this study can be used by policymakers and planners in developing a preparedness system to mitigate economic, human, and property losses due to floods in any urbanized watershed.

The Indo-Gangetic Plains (IGP) of the Indian subcontinent during winters experience widespread fog episodes. The low visibility is not only attributed to meteorological conditions but also to the increased pollution levels in the region. The study was carried out for Tier 1 and Tier II cities of the IGP of India, including Kolkata, Amritsar, Patiala, Hisar, Delhi, Patna, and Lucknow. This work analyzes data from 1990 to 2023 (33 years) employing the Mann-Kendall-Theil-Sen slope to determine the trends in fog occurrences and the relation between fog and meteorological parameters using multiple linear regressions. Furthermore, identifying the most relevant fog (visibility)-impacting factors from a set of both meteorological factors and air pollutants using step-wise regression. All cities indicated trend in the number of foggy days except for Kolkata. The multiple regression analysis reveals relatively low associations between fog occurrences and meteorological factors (30 to 59%), although the association was stronger when air pollution levels were considered (60 to 91%). Relative humidity, PM2.5, and PM10 have the most influence on fog formation. The study provides comprehensive insights into fog trends by incorporating meteorological data and air pollution analysis. The findings highlight the significance of acknowledging meteorological and pollution factors to understand and mitigate the impacts of reduced visibility. Hence, this information can guide policymakers, urban planners, and environmental management agencies in developing effective strategies to manage fog-related risks and improve air quality.

High-quality development is the paramount task for comprehensively building a socialist modernized country. The low-carbon city pilot policy, with cities as the unit of action, provides new opportunities for high-quality economic transformation. Based on panel data from 261 cities between 2005 and 2018, this study calculates the level of high-quality economic development in Chinese cities, constructs a multi-period difference-in-differences model, analyzes the impact of the low-carbon city pilot policy on high-quality economic development, and explores the policy's heterogeneous effects on high-quality development in different types of cities and its transmission mechanism. The research findings show that the low-carbon city pilot policy can significantly promote high-quality economic development in cities and has heterogeneous effects in terms of regional differences, city types, and city scale. The effects are relatively greater in the eastern region, non-resource-based cities, and mega-cities. The low-carbon city pilot policy promotes high-quality economic development through mechanisms such as technological progress effects, resource agglomeration effects, and government action improvement effects. Combining theoretical analysis with empirical results, this study proposes policy recommendations to enhance the effectiveness of the low-carbon city pilot policy in promoting high-quality development.

Understanding the evolution of rural landscapes in metropolises during rapid urbanization is crucial for formulating policies to protect the rural ecological environment. In this study, remote sensing and geographical information system data, as well as applied landscape index analysis, are used to examine the spatiotemporal evolution of rural landscape patterns in the Beijing-Tianjin region of China, which has experienced rapid urbanization. The relationships between land use/land cover changes and changes in rural landscape patterns are explored. The results revealed significant spatial differences in the rural landscapes in the Beijing-Tianjin region; farmland and forestland were the main types of landscapes, creating a "mountain-field-sea" natural landscape pattern. The conversion of rural landscapes in the Beijing-Tianjin region involved mainly the conversion of farmland to urban areas, with few exchanges between other landscape types. The urban areas in the Beijing-Tianjin region increased by 3% per decade; farmland decreased at the same rate. Additionally, the rural landscape patterns in the Beijing-Tianjin region were dominated by fragmentation, dispersion, and heterogeneity and moved from complex to regular. Water bodies displayed the most fragmented natural landscape; their number of patches increased by 36%, though their network characteristics were maintained. Forestland was the most concentrated natural landscape. In this study, theoretical support and a scientific reference for the optimization of rural landscape patterns and the improvement in rural living environments in rapidly urbanizing areas are provided.

The transport sector is considered the largest contributor of air pollutants in urban areas, mainly on-road vehicles, affecting the environment and human health. Bahía Blanca is a medium-sized Latin American city, with high levels of traffic in the downtown area during peak hours. In this regard, it is necessary to analyze air pollution using an air quality model considering that there are no air pollutant measurements in the central area. Furthermore, this type of study has not been carried out in the region and since the city is expected to grow, it is necessary to evaluate the current situation in order to make effective future decisions. In this sense, the AERMOD model (US-EPA version) and the RLINE source type were used in this work. This study analyzes the variations of pollutant concentrations coming from mobile sources in Bahía Blanca's downtown area, particularly carbon monoxide (CO) and nitrogen oxides (NOx) during the period Jul-2020 to Jun-2022. It is interesting to note the results show the maximum concentration values detected are not directly associated with maximum levels of vehicle flow or emission rates, which highlights the importance of meteorological parameters in the modeling. In addition, alternative scenarios are proposed and analyzed from a sustainable approach. Regarding the scenario analysis, it can be concluded that diesel vehicles have a large influence on NOx emissions. Moreover, restrictions as strict as those proposed for a Low Emission Zone would be less applicable in the city than alternative temporary measures that modify traffic at peak hours.

The development of urbanization has brought new challenges to the ecological environment, and the promotion of green technology innovation and development is widely recognized as an essential method to achieve cities' economic benefits and environmental protection. This paper examines whether the new urbanization pilot policies (NUP) increase green technology innovation (GTI) from both theoretical and empirical perspectives. This paper examines the impact of new urbanization on GTI by analyzing data from 285 cities in China between 2010 and 2021, using the multi-period DID model with the implementation of NUP as an exogenous policy shock. The study results indicate that NUP significantly affects GTI, and the conclusion still holds after the parallel trend test, placebo test, and other robustness tests. Heterogeneity analysis shows that the NUP significantly enhances GTI in low environmental pollution, non-resource-based, Medium-sized, and Central Region cities. The test of moderating effect shows that NUP has a "linkage effect" with the government's environmental attention, financial investment in innovation, and regional talent pooling. The findings of this paper provide empirical evidence and decision-making reference for promoting NUP and sustainable development of cities.

Objectives: The impact of climate change, especially extreme temperatures, on health outcomes has become a global public health concern. Most previous studies focused on the impact of disease incidence or mortality, whereas much less has been done on road traffic injuries (RTIs). This study aimed to explore the effects of ambient temperature, particularly extreme temperature, on road traffic deaths in Jinan city. Methods: Daily data on road traffic deaths and meteorological factors were collected among all residents in Jinan city during 2011-2020. We used a time-stratified case-crossover design with distributed lag nonlinear model to evaluate the association between daily mean temperature, especially extreme temperature and road traffic deaths, and its variation in different subgroups of transportation mode, adjusting for meteorological confounders. Results: A total of 9,794 road traffic deaths were collected in our study. The results showed that extreme temperatures were associated with increased risks of deaths from road traffic injuries and four main subtypes of transportation mode, including walking, Bicycle, Motorcycle and Motor vehicle (except motorcycles), with obviously lag effects. Meanwhile, the negative effects of extreme high temperatures were significantly higher than those of extreme low temperatures. Under low-temperature exposure, the highest cumulative lag effect of 1.355 (95% CI, 1.054, 1.742) for pedal cyclists when cumulated over lag 0 to 6 day, and those for pedestrians, motorcycles and motor vehicle occupants all persisted until 14 days, with ORs of 1.227 (95% CI, 1.102, 1.367), 1.453 (95% CI, 1.214, 1.740) and 1.202 (95% CI, 1.005, 1.438), respectively. Under high-temperature exposure, the highest cumulative lag effect of 3.106 (95% CI, 1.646, 5.861) for motorcycle occupants when cumulated over lag 0 to 12 day, and those for pedestrian, pedal cyclists, and motor vehicle accidents all peaked when persisted until 14 days, with OR values of 1.638 (95% CI, 1.281, 2.094), 2.603 (95% CI, 1.695, 3.997) and 1.603 (95% CI, 1.066, 2.411), respectively. Conclusion: This study provides evidence that ambient temperature is significantly associated with the risk of road traffic injuries accompanied by obvious lag effect, and the associations differ by the mode of transportation. Our findings help to promote a more comprehensive understanding of the relationship between temperature and road traffic injuries, which can be used to establish appropriate public health policies and targeted interventions.

Adiyaman, a city recently affected by an earthquake, is facing significant air pollution challenges due to both anthropogenic activities and natural events. The sources of air pollution have been investigated using meteorological variables. Elevated southerly winds, especially prominent in spring and autumn, significantly contribute to dust transport, leading to a decline in local air quality as detected by the HYSPLIT model. Furthermore, using Suomi-NPP Thermal Anomaly satellite product, it is detected and analyzed for crop burning activities. Agricultural practices, including stubble burning, contribute to the exacerbation of PM10 pollution during the summer months, particularly when coupled with winds from all directions except the north. In fall and winter months, heating is identified as the primary cause of pollution. The city center located north of the station is the dominant source of pollution throughout all seasons. The study established the connection between air pollutants and meteorological variables. Furthermore, the Spearman correlation coefficients reveal associations between PM10 and SO2, indicating moderate positive correlations under pressure conditions (r = 0.35, 0.52). Conversely, a negative correlation is observed with windspeed (r = -0.35, -0.50), and temperature also exhibits a negative correlation (r = -0.39, -0.54). During atmospheric conditions with high pressure, PM10 and SO2 concentrations are respectively 41.2% and 117.2% higher. Furthermore, pollutant concentration levels are 29.2% and 53.3% higher on days with low winds. Last, practical strategies for mitigating air pollution have been thoroughly discussed and proposed. It is imperative that decision-makers engaged in city planning and renovation give careful consideration to the profound impact of air pollution on both public health and the environment, particularly in the aftermath of a recent major earthquake.

The growing generation of construction and demolition waste (CDW) has emerged as a prominent challenge on global environmental agendas. However, the effectiveness of CDW management (CDWM) strategies varies among cities. Existing literature predominantly evaluates the effectiveness of CDWM at the project level, offering a localized perspective that fails to capture a city's comprehensive CDWM profile. This localized focus has certain limitations. To fill this gap in city-scale evaluations, this study introduces a novel model for assessing CDWM effectiveness at the municipal level. An empirical investigation was conducted across 11 cities within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to operationalize this model. The model defines five distinct levels of CDWM effectiveness. Findings indicate that Hong Kong consistently achieves the highest level (level I), while the majority of cities fall within levels III and IV. This pattern suggests that CDWM effectiveness in the GBA is moderately developed, with uneven progress in CDW management outcomes and supporting systems. Essentially, there is a lack of synchronous development of CDWM results and guarantee systems. The proposed evaluation model enriches existing CDWM research field and offers a framework that may inform future studies in other countries.

Background: Population ageing is inseparable from technological innovation, social progress and the development of human civilization, and constitutes a new element in the development of contemporary human history. Objective: To dynamically analyses the developmental, structural and growth characteristics of population ageing in 31 provincial capitals and municipalities in China, using the data of the fifth national census in 2000 and the seventh national census in 2020. Methods: The development characteristics and spatial and temporal patterns of population aging in the 31 cities were measured using the population aging index growth model, Theil's index, coefficient of variation, population aging index and other analytical methods. Results: (1) From 2000 to 2020, the population aging rate of the 31 central cities generally increased, and the population aging level of the cities showed the characteristics of "East-Central-Northeast-West" to "Northeast-East-Central-West" decreasing. (2) Regional differences in the ratio of old to young are relatively high, while regional differences in the level of population ageing are relatively small. The level of population ageing is classified with the indicators of size structure, family structure and age structure in the first and third quadrants, and with the geographic concentration rate in the second and fourth quadrants. (3) China's population ageing has a T-shaped spatial distribution characteristic pointing along the coast - along the Yangtze Rivers. Conclusion: The 31 central cities are the center of gravity of China's economy and have strong economic power in dealing with the challenges of population ageing, but how to make population ageing compatible with the economy and society, and then promote sustainable population development, is a topic that needs further attention in the study.

Improving the residents' health is an important strategy for addressing the declining population dividend in China under the new development paradigm. Based on the panel data of 290 prefecture-level cities in China from 2010 to 2021, this paper uses environmental tax as a quasi-natural experiment, and adopts a DID model to explore the impact of market-based environmental regulation on the residents' health. The results show that the implementation of environmental tax can significantly reduce the population mortality rate, indicating an enhancement in residents' health outcomes. Mechanism analysis shows that environmental tax mainly relies on air quality to improve the residents' health. Also, the heath effect of environmental tax will be effective with the increase of income, and it's stronger in administrative border areas. Heterogeneity analysis shows that the effect of environmental tax on residents' health in western regions and resource-based cities is significantly stronger than those in central and eastern regions and non-resource-based cities. This paper provides new evidence for a comprehensive understanding of the impact of market-based environmental regulations on residents' well-being, offering insights for the implementation of green development strategies.

Urbanization gradients are increasingly used in ecological studies to discover responses of species communities to different intensities of human-induced habitat transformation. Here, we investigated patterns of bat communities against the background of different urbanization levels using a priori defined urbanization categories based on distance classes (5 km intervals) along a linear transect from the urban core of the city of Berlin westwards into the rural outskirts of the state of Brandenburg. Using linear-mixed effects models, we found that "distance class", as a proxy for urbanization level, is a meaningful and suitable predictor of bat species richness and diversity. We observed an unexpectedly sudden increase in bat species richness and diversity and changes in species-specific activity levels relatively close to the urban center at the transition between urban and peri-urban areas. This change suggests a relevant influence of the peri-urban areas as a "buffer zone" for specific bat species not able to adapt to the heavily modified inner core of the metropolitan area. Although we could demonstrate that anthropogenic noise and artificial light have the potential to predict the variability of bat species activity along the urban-rural gradient, the actual influence on observed shifts in the bat community needs further research.

BACKGROUND: Transportation policies can impact health outcomes while simultaneously promoting social equity and environmental sustainability. We developed an agent-based model (ABM) to simulate the impacts of fare subsidies and congestion taxes on commuter decision-making and travel patterns. We report effects on mode share, travel time and transport-related physical activity (PA), including the variability of effects by socioeconomic strata (SES), and the trade-offs that may need to be considered in the implementation of these policies in a context with high levels of necessity-based physical activity. METHODS: The ABM design was informed by local stakeholder engagement. The demographic and spatial characteristics of the in-silico city, and its residents, were informed by local surveys and empirical studies. We used ridership and travel time data from the 2019 Bogotá Household Travel Survey to calibrate and validate the model by SES. We then explored the impacts of fare subsidy and congestion tax policy scenarios. RESULTS: Our model reproduced commuting patterns observed in Bogotá, including substantial necessity-based walking for transportation. At the city-level, congestion taxes fractionally reduced car use, including among mid-to-high SES groups but not among low SES commuters. Neither travel times nor physical activity levels were impacted at the city level or by SES. Comparatively, fare subsidies promoted city-level public transportation (PT) ridership, particularly under a 'free-fare' scenario, largely through reductions in walking trips. 'Free fare' policies also led to a large reduction in very long walking times and an overall reduction in the commuting-based attainment of physical activity guidelines. Differential effects were observed by SES, with free fares promoting PT ridership primarily among low-and-middle SES groups. These shifts to PT reduced median walking times among all SES groups, particularly low-SES groups. Moreover, the proportion of low-to-mid SES commuters meeting weekly physical activity recommendations decreased under the 'freefare' policy, with no change observed among high-SES groups. CONCLUSIONS: Transport policies can differentially impact SES-level disparities in necessity-based walking and travel times. Understanding these impacts is critical in shaping transportation policies that balance the dual aims of reducing SES-level disparities in travel time (and time poverty) and the promotion of choice-based physical activity.

Cardiovascular disease (CVD) is the leading cause of mortality globally, and is the second main cause of mortality in the UK. Four key modifiable behaviours are known to increase CVD risk, namely: tobacco use, unhealthy diet, physical inactivity and harmful use of alcohol. Behaviours that increase the risk of CVD can spread through social networks because individuals consciously and unconsciously mimic the behaviour of others they relate to and admire. Exploiting these social influences may lead to effective and efficient public health interventions to prevent CVD. This project aimed to construct and validate an agent-based model (ABM) of how the four major behavioural risk-factors for CVD spread through social networks in a population, and examine whether the model could be used to identify targets for public health intervention and to test intervention strategies. Previous ABMs have typically focused on a single risk factor or considered very small populations. We created a city-scale ABM to model the behavioural risk-factors of individuals, their social networks (spousal, household, friendship and workplace), the spread of behaviours through these social networks, and the subsequent impact on the development of CVD. We compared the model output (predicted CVD events over a ten year period) to observed data, demonstrating that the model output is realistic. The model output is stable up to at least a population size of 1.2M agents (the maximum tested). We found that there is scope for the modelled interventions targeting the spread of these behaviours to change the number of CVD events experienced by the agents over ten years. Specifically, we modelled the impact of workplace interventions to show that the ABM could be useful for identifying targets for public health intervention. The model itself is Open Source and is available for use or extension by other researchers.

The National Sustainable Development Agenda Innovation Demonstration Zones (NSDAIDZs) aim to spearhead green development through scientific and technological innovation, showcasing sustainable development to other regions in China and offering valuable insights for countries worldwide. Taking Chengde City, which is one of the cities in the second batch of NSDAIDZs, as a case study, we examine the quantitative impact of technological innovation on green development. Additionally, it investigates the threshold effect of Research and development investments (R&D investments) on the relationship between technological innovation and green development. The results indicate that: (1) technological innovation has a positive promoting effect on green development, with a 1.01% increase in green development for every one unit increase in technological innovation; (2) The positive effect of technological innovation on green development becomes fully realized only when R&D investments and the upgrading of industrial structure surpass a specific threshold value. We contribute to the existing research on the connection between technological innovation and green development in innovation demonstration zones. It also provides empirical insights to foster a mutually beneficial relationship between R&D investments, industrial structure upgrading, and technological innovation, ultimately maximizing the promoting role of technological innovation in green development.

The present study investigates the dynamic evolution characteristics of urban spatial morphology by analyzing real road network data from 2000, 2010, and 2020, along with nighttime lighting data employing spatial analysis methods and spatial syntax models. Accordingly, two separate dimensions of urban morphology: internal and external, are covered. First, the integration and synergy of interior morphology features are analyzed using spatial syntactic modeling. Subsequently, the spatial compactness, fractal dimension, and level of center of gravity shift of the city are assessed by combining the nighttime lighting data with the earlier dataset. This analysis facilitated the deep exploration of the spatiotemporal evolution of the city's external morphology. Building upon this foundation, the interaction between the "internal and external" domains was analyzed further. The main findings of the study reveal a synchronous pattern of urban expansion throughout the evolution of urban spatial morphology. Furthermore, the urban form was observed to undergo a progressive transformation, transitioning from a "single core" morphology to a "primary and secondary double core" morphology. Over time, this development progressed and evolved into a "belt-like multi-core" structure. Additionally, the coupling characteristics further validate the relationship between the structure of the road network and the urban morphology in river valley-type cities. In particular, accessibility of dense and horizontally distributed transportation network was found to significantly influence the spatial development of these cities. As observed, the findings provides valuable insights into understanding the characteristics of internal and external associations regarding urban spatial patterns.

The aim of the study is to investigate the leaching of fluorescent dissolved organic matter (fDOM) from microplastics. In addition, this study identifies the connection between fDOM and microplastics in the aquatic environment. Three-dimensional excitation-emission matrix identified five fluorophores, that is, peak A, M, T, Tuv, and Wuv, and the parallel factor analysis modeling identified five components, that is, tryptophan-like, p-hydroxy acetophenone, humic acid (C-like), detergent-like, and fulvic acid (M-like) in the urban surface water. Mimic experiments using commonly used synthetic plastic (like microplastics) in Mili-Q water under solar radiation and dark environments demonstrate the release of fDOM from plastic. Two fluorophore peaks were observed at Ex/Em = 250/302 nm and Ex/Em = 260/333 nm for the expanded polystyrene plastic polymer and one fluorophore peak at Ex/Em = 260/333 nm for the low-density polyethylene. Fluorophore and component intensity exhibited notable associations with microplastics in the aquatic environment. These findings indicated that the characteristics and dynamics of fDOM in urban surface water are influenced by microplastics. PRACTITIONER POINTS: Fluorescent dissolved organic matters were identified in urban surface waters. Expanded polystyrene (EPS) had shown two fluorophores at Em/Ex = 250/302 and Em/Ex = 260/333. Low-density polyethylene (LDPE) had one fluorophore at Em/Ex = 260/333. Fluorophore and component intensity in the aquatic settings exhibited associations with microplastics.
