Threats and response efficacyperceptions are core conceptsof the protection motivationtheory, and recent years have witnessed a considerable growth of research on the effect of thesefactors on adaptation to air pollution. However, few studies use appropriate designs to deal with endogeneity issues, a situation that raises serious questions on the validity of their findings. To overcome this problem, this study uses the instrumental variables method to test the effect of perceived threats and response efficacy on adaptation to smog episodes. The results of this study show that the conjunction of a moderate to high perception of threats with a high perception of response efficacy is positively associated with the adoption of the recommended behavior. The increase of perceived threats does not seem to have an effect on the behavior of individuals with low response efficacy perception. Moreover, change in perceived response efficacy does not lead to any change in the behavior of individuals with low threat perceptions. Concerning policy implications, this study suggests that smog warnings and health communication campaigns could be more effective if they provide accurate information simultaneously on air pollution level, its adverse effects, and advice on how to mitigate these effects.

There is a certain complacency about air pollution in rural towns in Australia. An image of crystal clear skies seems to dominate general perceptions, and few locations actually monitor air pollution levels. Nevertheless, where measurements have been made, particulates have been shown to be the major type of air pollution, and they do reach levels expected to impact on human health. In this article, the contemporary attitudes and behaviour of the government and the population in rural and regional Australia are shown to have a strong resemblance to those that were prevalent prior to the smog events in London in December 1952. Wood smoke poses similar significant health issues in many countries. Insights obtained from the London events, together with more recent research results, are applied to the Australian situation to suggest policy options that are likely to be successful in overcoming the health effects of particulate pollution. Implications: The contemporary attitudes and behaviour of the government and the population in rural and regional Australia are shown to have a strong resemblance to those that were prevalent prior to the smog events in London in December 1952. Insights obtained from the London event of 1952, together with more recent research results, are applied to the Australian situation to suggest policy options that are likely to be successful in overcoming the health effects of particulate pollution.

Haze control cost is hard to value by a crisp number because it is often affected by various factors such as regional uncertain meteorological conditions and topographical features. Furthermore, regions may be involved in different coalitions for haze control with different levels of effort. In this paper, we propose a PM2.5 cooperative control model with fuzzy cost and crisp coalitions or fuzzy coalitions based on the uncertain cross-border transmission factor. We focus on the Beijing­Tianjin­Hebei regions of China and obtain the following major findings. In the case of haze control in the Beijing­Tianjin­Hebei regions of China, local governments in the global crisp coalition can achieve their emission reduction targets with the lowest aggregated cost. However, Hebei fails to satisfy its individual rationality if there is no cost sharing. Therefore, the Hukuhara­Shapley value is used to allocate the aggregated cost among these regions so that the grand coalition is stable. However, the Beijing­Tianjin­Hebei regions cannot achieve their emission reduction targets in the global fuzzy coalition without government subsidies.

RESUMO

This article analyzes the early years of 20th-century air pollution control in Los Angeles. In both scholarship and public memory, mid-century efforts at the regional level were overshadowed by major federal developments, namely the Clean Air Act and creation of the US Environmental Protection Agency in 1970. Yet the mid-century local experience was highly consequential and presaged many subsequent challenges that persist today. The article begins with an exploration of the existential, on-the-ground misery of smog in Los Angeles during the 1940s and 1950s. The article examines the role that scientific evidence on smog did and did not play in regulation, the reasons smog control galvanized support across various constituencies in the region, and, finally, some of mid-century air pollution's limits.

The high awareness of intensification and frequency of smog phenomenon all over the world in XXI age makes for detailed analyses of the reasons of its formation and prevention. The governments of the developed countries and conscious of real hazards, including many European countries, aim to restrict the emission of harmful gases. In literature, we can find the discussions on the influence of this phenomenon on the health and life of inhabitants of contaminated areas. Some elaborations of prognostic models, descriptions of pollution sources, the manner of their restriction, and the analysis of causal-consecutive correlation are also popular. The influence of pollutions resulting from the operation of vehicles, planes, and the industry are well described. However, every machine and device which is driven with a combustion engine has the effect on the general level of anthropogenic pollutions. These drives are subject of different regulations limiting their emission for service conditions and applications. One of the groups of such machines described in European and American regulations is non-road mobile machinery. The aim of this paper is the presentation of the problem of weak analysis and application of engineering and technological tools for machinery drive emission, despite of many publications on hazards and problems of emission. These machines have the influence on both the increase of global contamination and the machine users. The regulations of the European Union take into consideration the generated hazards and restrict the emission of machine exhaust gases by approval tests-these regulations are continually improved, and the effects of these works are new emission limits in 2019. However, these activities seem to be liberal as opposed to limits of the emission for passenger and goods vehicles where the technological development of the construction is greater and the regulations are the most rigorous. During the analysis of the development of non-road mobile machinery in the correlation with automotive vehicles, we can indicate engineering and technological solutions which are limiting the emission of non-road mobile machinery, but which are not applied. Due to liberal regulations for this group of machinery, the producers do not apply innovative solutions which can be found in road vehicles. The paper presents the synthetic review of existing EU regulations concerning limits of the emission of harmful exhaust gases which are generated by spark-ignition combustion engines of non-road mobile machinery. The authors show the divergences between the limits of the emission of harmful exhaust gases generated by road vehicles and non-road mobile machinery (boats and railway engines are not taken into account). The authors present the directions of the development of the combustion process control and systems limiting the emission of harmful exhaust gases. High innovative automotive industry was indicated as the direction of the development for limiting the influence of the emission on the environment by non-road mobile machinery.

Smog has become a public environmental crisis in most areas of China, and in response, research efforts have mainly focused on the chemical properties of smog and its impact on human health. However, in-depth research on the public's perception of smog has not yet been conducted. A survey of residents living around eight state-controlled atmospheric environmental monitoring sites in Ningbo City was conducted using stratified sampling. The data was statistically analyzed to investigate people's views and behavioral tendencies in smog weather, the influence of different media reports on public outlook, and public opinions on the local atmosphere and pollution management in different areas. The results showed that people's perception of smog differs greatly from actual conditions, indicating that the public opinion tends to deviate when faced with a public crisis. Mainstream media (TV, newspaper, etc.), accounting for 67% of all media sources, are the main source for dissemination of smog information. The main sources of pollution, in order of decreasing contribution, according to residents of Ningbo City are as follows: motor vehicle exhaust, industrial coal combustion, large-scale construction, biomass burning, and kitchen fumes. IMPLICATIONS: Since 2011, most areas of China have been affected by frequent smog. Most research on smog has been concentrated on its causes, alert systems, and prevention measures, whereas in-depth research on the public perception of smog has not yet been conducted. When a risky environmental event such as smog occurs, consequences may be more serious than the event itself will cause if people take irrational measures because of lacking relevant knowledge. Therefore, investigating people's attitude and response to smog is both theoretically and practically significant.

BACKGROUND: Wood heating is recommended in several countries as a climate change (CC) adaptation measure, mainly to increase the autonomy of households during power outages due to extreme climatic events. The aim of this study was to examine various perceptions and individual characteristics associated with wood heating through a survey about CC adaptations. METHODS: A telephone survey (n = 2,545) of adults living in the southern part of the province of Québec (Canada) was conducted in the early fall season of 2005. The questionnaire used closed questions and measured the respondents' beliefs and current adaptations about CC. Calibration weighting was used to adjust the data analysis for the respondent's age and language under stratified sampling based on health regions. RESULTS: More than three out of four respondents had access to a single source of energy at home, which was mainly electricity; 22.2% combined two sources or more; 18.5% heated with wood occasionally or daily during the winter. The prevalence of wood heating was higher in the peripheral regions than in the more urban regions, where there was a higher proportion of respondents living in apartments. The prevalence was also higher with participants completely disagreeing (38.5%) with the eventual prohibition of wood heating when there is smog in winter, compared to respondents somewhat disagreeing (24.2%) or agreeing (somewhat: 17.5%; completely: 10.4%) with the adoption of this strategy. It appears that the perception of living in a region susceptible to winter smog, smog warnings in the media, or the belief in the human contribution to CC, did not influence significantly wood heating practices. CONCLUSION: Increased residential wood heating could very well become a maladaptation to climate change, given its known consequences on winter smog and respiratory health. It would thus be appropriate to implement a long-term national program on improved and controlled residential wood heating. This would constitute a "no-regrets" adaptation to climate change, while reducing air pollution and its associated health impacts.
