RESUMO

Floods are among the costliest natural hazards and their consequences are expected to increase further in the future due to urbanization in flood-prone areas. It is essential that policymakers understand the factors governing the dynamics of urbanization to adopt proper disaster risk reduction techniques. Peoples' relocation preferences and their perception of flood risk (collectively called human behavior) are among the most important factors that influence urbanization in flood-prone areas. Current studies focusing on flood risk assessment do not consider the effect of human behavior on urbanization and how it may change the nature of the risk. Moreover, flood mitigation policies are implemented without considering the role of human behavior and how the community will cope with measures such as buyout, land acquisition, and relocation that are often adopted to minimize development in flood-prone regions. Therefore, such policies may either be resisted by the community or result in severe socioeconomic consequences. In this study, we present a new Agent-Based Model (ABM) to investigate the complex interaction between human behavior and urbanization and its role in creating future communities vulnerable to flood events. We identify critical factors in the decisions of households to locate or relocate and adopt policies compatible with human behavior. The results show that when people are informed about the flood risk and proper incentives are provided, the demand for housing within 500-year floodplain may be reduced as much as 15% by 2040 for the case study considered. On the contrary, if people are not informed of the risk, 29% of the housing choices will reside in floodplains. The analyses also demonstrate that neighborhood quality-influenced by accessibility to highways, education facilities, the city center, water bodies, and green spaces, respectively-is the most influential factor in peoples' decisions on where to locate. These results provide new insights that may be used to assist city planners and stakeholders in examining tradeoffs between costs and benefits of future land development in achieving sustainable and resilient cities.

With rapid economic and population growth, construction land expansion in Yangtze River economic belt in China becomes substantial, carrying significant social and economic implications. This research uses Expansion Speed Index and Expansion Intensity Index to examine spatiotemporal characteristics of construction land expansion in the Yangtze River economic belt from 2000 to 2017. Based on a STIRPAT model, driving forces of construction land expansion are measured by Principal Component Analysis and Ordinary Least Square regression. The results show that: (1) there is a clear expansion pattern regarding the time sequence in provinces/cities of the Yangtze River economic belt, with rapid expansion in the initial stage, moderate expansion in the middle stage and rapid expansion in the later stage. (2) Spatial analysis demonstrates first expansion in the lower reaches in the early stage, rapid expansion of the upper reaches in the middle and later stage, and steady expansion of the middle reaches throughout the research period. (3)There are statistical significant correlations between construction land expansion and GDP, social fixed asset investments, population at the end of the year, population urbanization rate, per capita road area, and number of scientific and technological professionals as well as secondary and tertiary industry values. Of these factors, GDP, social fixed asset investments, population urbanization rate and second industry value are important common driving forces of construction land expansion in this region. The research findings have significant policy implications particularly on coordinated development of urban agglomerations and sustainable industry upgrading when construction land expansion is concerned.

BACKGROUND: The cell and gene therapy (CGT) field is at a critical juncture. Clinical successes have underpinned the requirement for developing manufacturing capacity suited to patient-specific therapies that can satisfy the eventual demand post-launch. Decentralised or 'redistributed' manufacturing divides manufacturing capacity across geographic regions, promising local, responsive manufacturing, customised to the end user, and is an attractive solution to overcome challenges facing the CGT manufacturing chain. METHODS: A study was undertaken building on previous, so far unpublished, semi-structured interviews with key opinion leaders in advanced therapy research, manufacturing and clinical practice. The qualitative findings were applied to construct a cost of goods model that permitted the cost impact of regional siting to be combined with variable and fixed costs of manufacture of a mesenchymal stromal cell product. RESULTS: Using the United Kingdom as an exemplar, cost disparities between regions were examined. Per patient dose costs of ~£1,800 per 75,000,000 cells were observed. Financial savings from situating the facility outside of London allow 25-41 additional staff or 24-35 extra manufacturing vessels to be employed. Decentralised quality control to mitigate site-to-site variation was examined. Partial decentralisation of quality control was observed to be financially possible and an attractive option for facilitating release 'at risk'. DISCUSSION: There are important challenges that obstruct the easy adoption of decentralised manufacturing that have the potential to undermine the market success of otherwise promising products. By using the United Kingdom as an exemplar, the modelled data provide a framework to inform similar regional policy considerations across other global territories.

Efforts to create more sustainable cities are evident in the proliferation of sustainability policies in cities worldwide. It has become widely proposed that the success of these urban sustainability initiatives will require city agencies to partner with, and even cede authority to, organizations from other sectors and levels of government. Yet the resulting collaborative networks are often poorly understood, and the study of large whole networks has been a challenge for researchers. We believe that a better understanding of citywide environmental governance networks can inform evaluations of their effectiveness, thus contributing to improved environmental management. Through two citywide surveys in Baltimore and Seattle, we collected data on the attributes of environmental stewardship organizations and their network relationships. We applied missing data treatment approaches and conducted social network and comparative analyses to examine (a) the organizational composition of the network, and (b) how information and knowledge are shared throughout the network. Findings revealed similarities in the number of actors and their distribution across sectors, but considerable variation in the types and locations of environmental stewardship activities, and in the number and distribution of network ties in the networks of each city. We discuss the results and potential implications of network research for urban sustainability governance.

Progress of the Indian economy is threatened by the impact of climate change. Generation of urban heat islands (UHIs), waning of urban green cover, increase in carbon emissions and air pollution deteriorate the living environment. Rise in urban temperatures and heat stress induced mortality remain major concerns. Although the National Action Plan on Climate Change emphasises the national missions of 'enhanced energy efficiency', and 'green India', little research has been devoted to explore the passive cooling potential of urban greenery in India, thus lending uniqueness to this study. The manifestations of unplanned urban development (UHIs, escalated carbon emissions, air pollution) are discussed and corroborated with identification of contributory factors. Contemporary greening practices and bye-laws in four major Indian cities (New Delhi, Pune, Chennai, and Visakhapatnam) are analysed and compared with global best practices. The findings are used to propose planning guidelines which are expected to assist in consolidating natural sustainability of emerging economies.

In recent decades, the practice of environmental impact assessment (EIA) in the planning processes of infrastructure projects has created significant awareness on the benefits of environmentally sound and sustainable urban development around the world. In the highly urbanized megacities in the Philippines, like Metro Manila, high priority is given by the national government to structural flood mitigation measures (SFMM) due to the persistently high frequency of flood-related disasters, which are exacerbated by the on-going effects of climate change. EIA thus, should be carefully and effectively executed to maximize the potential benefits of the SFMM. The common practice of EIA in the Philippines is generally qualitative and lacks clear methodology in evaluating multi-criteria systems. Thus, this study proposes the use of the rapid impact assessment matrix (RIAM) technique to provide a method that would systematically and quantitatively evaluate the socio-economic and environmental impacts of planned SFMM in Metro Manila. The RIAM technique was slightly modified to fit the requirements of this study. The scale of impact was determined for each perceived impact, and based on the results, the planned SFMM for Metro Manila will likely bring significant benefits; however, significant negative impacts may also likely occur. The proposed modifications were found to be highly compatible with RIAM, and the results of the RIAM analysis provided a clear view of the impacts associated with the implementation of SFMM projects. This may prove to be valuable in the practice of EIA in the Philippines.

Urban historians have greatly expanded their geographical purview in recent years, incorporating suburbs and hinterlands into their analysis of social and environmental change. Urban environmental historians and suburban historians have played a critical role in the regionalization of urban history over the last decade. This case study of the development of New York City's water supply reveals the benefits of taking a regional approach to urban history. From the New York Public Library to Central Park's Great Lawn to neighborhood parks, the New York City landscape bears the traces of the continuous development of the city's water network. Expansion of the water system in rural hinterlands enabled municipal officials to put urban reservoirs to new uses, creating some of the city's most beloved public spaces. The rehabilitation of urban infrastructure underscores the intimate linkages between rural development and the urban built environment.

RESUMO

This article analyzes the renovation and construction of the Parc des Princes and the Stade de France in post-Second World War Paris. The history of the two stadia testifies to a shift in the envisioned role of stadia in the Parisian basin between the late 1960s and the end of the twentieth century and stands as evidence for the emergence of new urban planning actors. Both stadia were also critiqued as symbols of broader problems with Parisian urbanization, notably as manifestations of anti-democratic planning processes. At the same time, the Parc and the Stade also reflected an emerging consensus over the role of spectator sport in society, accompanied by attempts to re-envision mass sporting spectatorship as a more democratic and familial practice. This article thus situates the two stadia within the history of Parisian urbanization and within broader global urbanizing processes.

Despite the fortification of buildings, streets, and public squares, Rio de Janeiro's beaches remain widely regarded as democratic spaces of social diversity and accessibility. Our study revisits the question of Rio's "democratic" beachfronts, based on local interviews, field observations, official reports, and newspaper accounts. We focus on historical and contemporary perceptions of planning, privatization, and public-order programs on the city's southern seaside. Institutional discourses have justified increasing regulation to combat threats of disorder and insecurity. While residents value the relative openness of beachfronts, they also acknowledge issues of safety, social segmentation, and subtle forms of bias. The public generally applauds recent "Shock of Order" policing and commercial revitalization, although critics lament the loss of traditional freedoms for informal beach vendors and casual sports. These paradoxes highlight enduring tensions between social order and hierarchy on one hand, and democratic rights and equality on the other.

This paper addresses quarries rehabilitation issue within a Metropolitan Area. Areas where mining activity is carried out have been subjected to physical and environmental degradation linked both to pursue the building materials extraction and to the city expansion continuously asking for new areas to be developed with residential and service functions. These changes also occurred where environmental and landscape values are present. It has been therefore pointed out the issue of such areas redevelopment that, to be functionally reintegrated, must be consistently linked to the activities and the territorial local contexts characteristics. In this paper the quarries reuse issue is carried out through parameters identification able to define the quarries relationship with the neighboring towns and with their surroundings besides to identify their physical, environmental and landscaping characteristics. Quarry reuse alternatives have been identified among those consistent with the rehabilitation goals, as defined by the planning sector and internationally approved, while their selection is derived from the application of a two-step methodology: a multi-criteria analysis related to punctual parameters at a "site-specific" level, followed by a further territorial indicators checking over the wide area. This application has led to socially accepted results identifying the examined quarries for reuses ranging from agricultural-forestry and urban to functional or naturalistic. The proposed method has also proved to be suitable to address the abandoned quarries reuse problem with a systemic and consultative approach, as it is able to correlate the many variables present in the social and spatial complexity of the Metropolitan Areas.

Over the past 30 years, urbanisation has been a prominent phenomenon and various drivers have been proposed to explain it. Very few have suggested that the degradation of the rural environment was one of them. This paper explores the human­environment interface by focusing on the portrayal of these concepts within scholarly literature. A systematic literature review was conducted and 147 articles were examined to determine the direction of the link between the environment and human mobility, and if urbanisation was featured. The results demonstrate that equal attention is paid to both directions of the environment­mobility link. Of the articles reviewed, 40 per cent focus on urbanisation, but 93 per cent of those portray urbanisation as a forcing on the environment, rather than an impact of environmental degradation. The lack of support for environmentally influenced urbanisation can be explained by coupled system complexity, disciplinary research and the silence of those most likely to endure environmental change. Understanding these relationships is paramount to the promotion of adaptation without eroding resilience or further degrading environments.

This article examines a crucial site for modernity's encounter with religion during the long nineteenth century, albeit one largely ignored both by religious and urban historians: the modern big city. Drawing on evidence from Strasbourg, which joined the ranks of Germany's big cities soon after the Franco-Prussian War, it points out first, that urbanization had a significant urban dimension. It altered the absolute and relative size of the city's faith communities, affected the confessional composition of urban neighborhoods, and prompted faith communities to mark additional parts of the urban landscape as sacred. Second, while urban growth­both demographic and physical­frequently challenged traditional understandings of religious community, it also facilitated the construction of new understandings of piety and community, especially via voluntary organizations and the religious media. Thereby, urbanization emerged as a key force behind sacralization in city and countryside as the nineteenth century ended and the twentieth began.

We exploit regional variation in suitability for cultivating potatoes, together with time variation arising from their introduction to the Old World from the Americas, to estimate the impact of potatoes on Old World population and urbanization. Our results show that the introduction of the potato was responsible for a significant portion of the increase in population and urbanization observed during the eighteenth and nineteenth centuries. According to our most conservative estimates, the introduction of the potato accounts for approximately one-quarter of the growth in Old World population and urbanization between 1700 and 1900. Additional evidence from within-country comparisons of city populations and adult heights also confirms the cross-country findings.

With evidence that urbanisation is associated with obesity, diabetes, hypertension and cardiovascular disease, this article compares daily physical activity between rural and urban dwellers. Specifically, it examines habitual daily activity levels, non-exercise activity thermogenesis (NEAT) and energy expenditure in agricultural and urban Jamaicans and urban North Americans. Ambulation was 60 per cent greater in rural Jamaicans than in the urban dwellers (4675 ± 2261 versus 2940 ± 1120 ambulation-attributed arbitrary units (AU)/day; P = 0.001). Levels of ambulation in lean urban Jamaicans were similar to those in lean urban North Americans, whereas obese urban dwellers walked less than their lean urban counterparts (2198 ± 516 versus 2793 ± 774 AU/day; P = 0.01). The data with respect to daily sitting mirrored the walking data; obese Americans sat for almost four hours more each day than rural Jamaicans (562 ± 78 versus 336 ± 68 minutes/day; P < 0.001). Urbanisation is associated with low levels of daily activity and NEAT.

The 1990s in Brazil were a time of institutional advances in the areas of housing and urban rights following the signing of the new constitution in 1988 that incorporated the principles of the social function of cities and property, recognition of the right to ownership of informal urban squatters and the direct participation of citizens in urban policy decision processes. These propositions are the pillars of the urban reform agenda which, since the creation of the Ministry of Cities by the Lula government, has come under the federal executive branch. This article evaluates the limitations and opportunities involved in implementing this agenda on the basis of two policies proposed by the ministry ­ the National Cities Council and the campaign for Participatory Master Plans ­ focusing the analysis on government organization in the area of urban development in its relationship with the political system and the characteristics of Brazilian democracy.

RESUMO

This article is an intervention in the epistemologies and methodologies of urban studies. It seeks to understand and transform the ways in which the cities of the global South are studied and represented in urban research, and to some extent in popular discourse. As such, the article is primarily concerned with a formation of ideas - "subaltern urbanism" - which undertakes the theorization of the megacity and its subaltern spaces and subaltern classes. Of these, the ubiquitous 'slum' is the most prominent. Writing against apocalyptic and dystopian narratives of the slum, subaltern urbanism provides accounts of the slum as a terrain of habitation, livelihood, self-organization and politics. This is a vital and even radical challenge to dominant narratives of the megacity. However, this article is concerned with the limits of and alternatives to subaltern urbanism. It thus highlights emergent analytical strategies, utilizing theoretical categories that transcend the familiar metonyms of underdevelopment such as the megacity, the slum, mass politics and the habitus of the dispossessed. Instead, four categories are discussed ­ peripheries, urban informality, zones of exception and gray spaces. Informed by the urbanism of the global South, these categories break with ontological and topological understandings of subaltern subjects and subaltern spaces.

Evidence of the importance of urban agglomeration and the offsetting effects of congestion are provided in a number of studies of productivity and wages. Little attention has been paid to this evidence in the economic growth literature, where the recent focus is on technological change. We extend the idea of agglomeration and congestion effects to the area of innovation by empirically looking for a nonlinear link between population density and patent activity. A panel data set consisting of observations on 302 USA metropolitan statistical areas (MSAs) over a 10-year period from 1990 to 1999 is utilized. Following the patent and R&D literature, models that account for the discreet nature of the dependent variable are employed. Strong evidence is found that agglomeration and congestion are important in explaining the vast differences in patent rates across US cities. The most important reason cities continue to exist, given the dramatic drop in transportation costs for physical goods over the last century, is probably related to the forces of agglomeration as they apply to knowledge spillovers. Therefore, the empirical investigation proposed here is an important part of understanding the viability of urban areas in the future.
