RESUMEN
El mercado de medicamentos en el Perú se ha duplicado en los últimos años; y está compuesto por un mercado público y un mercado privado. Medido en unidades de venta, el mercado público es el 70% del total y el mercado privado sólo el 30%. Pero medido en valor, esa proporción se invierte. El mercado público comprende tres sub-mercados diferentes 1) medicamentos estratégicos que el Estado provee a toda la sociedad, como las vacunas y otros; 2) medicamentos no estratégicos, que son la mayoría de medicamentos que las instituciones públicas proveen a sus usuarios; y 3) sub-mercados denominados relevantes, como los oncológicos, donde hay una alta concentración de la propiedad y surgen posiciones de dominio. El análisis de esos diferentes sub-mercados públicos y el mercado privado nos permite identificar diferentes barreras al acceso a medicamentos, así como diferentes estrategias para mejorar dicho acceso.
ABSTRACT
The pharmaceutical market in Peru has doubled in recent years and contains public and private markets. The public market represents 70% of the total and the private market 30% as measured by units sold. But when measured by cost, public market is 30% and private market is 70%. The public market consists of three different sub-markets 1) strategic medicines provided by the Peruvian state to all citizens like vaccines and others; 2) non strategic medicines, like most others provided by the public institutions; and 3) the critical sub-market, like oncologic medications, in which there is a high concentration of property that allows some companies to dominate the market. The analysis of diferent markets, public or private enables us to recognize different barriers to access such different strategies to improve access.
