RESUMEN
En El Salvador, el gasto social se explicita desde el marco normativo del Estado, ya que la Constitución de la República en su artículo uno expresa que la persona humana es el origen y el fin de la actividad del Estado. Es importante tener presente que el gasto social no solo es una ejecución de recursos y prestación de servicios públicos. El gasto social es también una inversión de largo plazo que fomenta la acumulación de capital humano y físico, requisito clave para el crecimiento y el desarrollo económico. La calidad y cantidad del gasto público incide en el servicio público, destinar recursos sin establecer el impacto, con un enfoque de desarrollo futuro, es olvidarse que a un mayor gasto social, mayor capital humano que sustenta el desarrollo económico y social del país, siempre y cuando se vincule de manera adecuada el gasto y su impacto en la sociedad.
ABSTRACT
In El Salvador, social spending is made explicit from the regulatory framework of the State, since the Constitution of the Republic in its article one expresses that the human person is the origin and end of the State's activity. It is important to keep in mind that social spending is not only an execution of resources and provision of public services. Social spending is also a long-term investment that fosters the accumulation of human and physical capital, a key requirement for growth and economic development. The quality and quantity of public spending affects the public service, allocating resources without establishing the impact, with a focus on future development, is forgetting that at higher social spending, greater human capital that supports the economic and social development of the country, always and when spending and its impact on society are properly linked.
