RESUMEN
Este documento propone recomendaciones para solucionar los problemas de exclusión generados por la política de focalización de subsidios para aseguramiento en el sistema de seguridad social en salud de Colombia. Reconoce la necesidad de cambios urgentes tanto en el marco político y normativo del sistema de selección de beneficiarios de programas sociales (Sisben), como en la conceptualización de pobreza, el proceso de toma de decisiones y la organización del sistema de salud.
ABSTRACT
This document proposes recommendations to solve the problems of exclusion generated by the policy of targeting subsidies for health insurance in the Colombian social security system. It recognizes the need for urgent changes in the political and regulatory framework of the system for selecting beneficiaries of social programs (Sisben), as well as in the conceptualization of poverty, the decision-making process and the organization of the health system.
