RESUMO
Objetivo:
Identificar o grau e os principais motivos da rotatividade dos profissionais da Estratégia Saúde da Família (ESF) dos municípios do Rio de Janeiro e Duque de Caxias e as estratégias adotadas pelos gestores de recursos humanos em saúde (RHS) para arrefecimento do problema.Método:
Trata-se de um estudo exploratório, de investigação narrativa e abordagem qualitativa, realizado entre outubro e dezembro de 2011. Foram entrevistados sete gestores de RHS da ESF dos municípios estudados, por meio de roteiro semi-estruturado. As narrativas foram submetidas à análise de conteúdo e os dados quantitativos à estatística descritiva.Resultados:
O maior grau de rotatividade foi creditado aos médicos. As principais causas estão associadas à carga horária excessiva, más condições de trabalho e localização da unidade em áreas de risco social. As estratégias para atração e fixação profissional incluem processos seletivos, garantia dos direitos trabalhistas, flexibilização de carga horária, melhorias em infraestrutura e estratégias de qualificação.Conclusão:
Para fixação profissional em grandes centros urbanos recomendam-se incentivos salariais para atuação em regiões vulneráveis, melhorias em infraestrutura e integração entre instituições de ensino e rede de saúde.(AU)ABSTRACT
Aim:
To identify the degree and the main reasons for turnover of professionals from the Family Health Strategy (FHS) of the municipalities of Rio de Janeiro and Duque de Caxias and the strategies adopted by managers of human resources for health (HRH) to decrease the problem.Method:
Method:
Exploratory study, of narrative investigation and approach qualitative, carried out between October and December 2011. Seven managers of HRH of FHS of municipalities studied were interviewed through semi-structured questionnaire. The narratives were subjected to content analysis and the quantitative data to descriptive statistical.Results:
The highest degree of turnover was credited to doctors. The main causes are associated with excessive workload, poor working conditions and location of the unit in areas of social risk. Strategies for attracting and fixing professional include selective processes, guarantee of labor rights, decrease in workload, improvements in infrastructure and qualification strategies.Conclusion:
For professional fixing in large urban centers the following strategies are recommended salary incentives to work in vulnerable regions, improvements in infrastructure and integration between educational institutions and health network.(AU)
