RESUMEN
A través del presente artículo, se pretende realizar una revisión del marco institucional global y regional en materia de seguridad y salud en el trabajo con un enfoque de derechos humanos, cuyo eje central serán las estrategias adoptadas para la generación de políticas públicas, enfocadas en la prevención y protección de los trabajadores contra los riesgos laborales. El desarrollo e implementación de políticas públicas en materia de seguridad y salud en el trabajo, se constituye como uno de los retos que debe ser asumido con la participación de diferentes agentes sociales, en el marco del diálogo social y del enfoque de derechos. Para ello, surge la Estrategia Iberoamericana de Seguridad y Salud en el Trabajo (EISST), concebida como un instrumento recomendado a los gobiernos, organizaciones empresariales y sindicales, entidades aseguradoras, colectivos profesionales, sector educativo y la sociedad entre otros, para que se comprometan y adhieran a los objetivos establecidos en el documento y de esta manera establecer de forma consensuada, el marco general que rija la seguridad y salud en el escenario laboral actual de la región. A partir de una revisión sistemática de la literatura, se realiza la contextualización sobre políticas públicas en salud laboral. Se destaca la importancia de las estrategias en seguridad y salud en el trabajo, y la necesidad de desarrollar e implementar políticas públicas con enfoque de derechos humanos, así como políticas que estimulen el diálogo entre los agentes sociales, que promuevan el logro de un trabajo decente (AU)
ABSTRACT
This article intends to propose a review of the global and regional institutional framework involving human rights and occupational safety and health. Central axis will be the strategies adopted for the generation of public policies focused on prevention and protection of workers against occupational hazards. The development and implementation of public policies on occupational safety and health is one of the challenges that must be assumed under participation of different social agents, within the framework of social dialogue and the rights approach. To this end, the Ibero-American Strategy for Safety and Health at Work (EISST) is conceived as a recommended tool for governments, business and trade union organizations, insurance companies, professional groups, the education sector and society among others, to commit themselves and adhere to the objectives set forth in the document and thus establish in a consensual manner the general framework governing health and safety in the current labor scenario of the region. The contextualization on public policies in occupational health is carried out based on a systematic literature review. The importance of occupational safety and health strategies and the need to develop and implement public policies with a human rights approach are highlighted. Furthermore there are policies to encourage dialogue among social agents promoting the achievement of decent work (AU)
