RESUMEN

El retroceso en el gasto en sanitario y en servicios sociales en España no solo se ha debido a la crisis económica, sino también a un modelo ideológico subyacente, ya que en la Carta de Acuerdos de España con Europa, en el ajuste de déficit, no indica dónde se tenían que realizar estos recortes. Esto hace que se estén poniendo en peligro derechos fundamentales y subjetivos en nuestro país, esto es, el estado de bienestar. Se analizan pues los distintos retos que ambos sistemas de protección social han de afrontar y las distintas soluciones posibles que se deben adoptar. En este contexto, se presenta en España un fenómeno de calado al que se debe responder, como es el envejecimiento, y para ello se presenta y expone una nueva mirada, un nuevo modelo de entender y atender al envejecimiento poblacional, así como posibles soluciones a los retos planteados

ABSTRACT

The decline in expenditure on health and social services in Spain has not only been due to the economic crisis but also to an underlying ideological model, since in the Charter of Agreements of Spain with Europe in deficit adjustment does not indicate where these cuts had to be made, this is putting at risk two of the fundamental and subjective rights of our country, that is, the welfare state.
