RESUMO
Educação permanente e atenção básicafazem parte do sistema de saúde brasileiro desdesuas origens. Recentemente estas políticas públicasforam atualizadas, gerando um movimento inovadorde construção de conhecimento visandoapoiar sua implementação e consolidação. Este estudo,através de uma metodologia quantitativa,procurou evidenciar os principais descritores quedevem orientar os processos de educação permanenteem atenção básica. O método é originário daUniversidade da Carolina do Norte. É desenvolvidoem duas etapas. Os dados apresentados neste artigodizem respeito à primeira etapa, que inclui asseguintes fases elaboração de um diagrama com todosos componentes a serem avaliados; sua análisepor um grupo de especialistas, indicando o quedeve ser mantido, retirado ou incluído; avaliaçãopor juízes, utilizando escala Likert de 1 a 5; verificaçãoda concordância entre os juízes. O diagramafoi decomposto em quatro dimensões, procurandoresponder as seguintes questões para quem? audiências ou população alvo; o quê? módulos deconteúdos e experiências de aprendizagem; paraquê? competências a serem desenvolvidas;e como? metodologia a ser priorizada. Os resultadosevidenciaram a procedência dos descritorespropostos e avaliados, constituindo em materialque pode contribuir para a tomada de decisão sobreeducação permanente em atenção básica.
ABSTRACT
Permanent education and basic care havebeen part of the Brazilian health system from the beginning.These public policies were recently updated,leading to an innovative knowledge constructionmovement to support their implementation and consolidation.This study, which used a quantitative approach,attempted to single-out the main descriptorsthat must guide the permanent basic care educationprocesses. The method originated at the University ofNorth Carolina and is carried out in two stages. Thedata shown in this article concern the first stage,which includes these phases elaboration of a diagramwith all components to be assessed; analysis by agroup of specialists, indicating what must be preserved,removed or included; evaluation by judges,based on the 1-to-5 Likert scale; verification of theagreement among the judges. The diagram was decomposedin four dimensions, seeking to answerthese questions for whom? audiences or target population;what? content modules and learning experiences;for what? competencies to be developed; andhow? approach to be prioritized. The results showedthe validity of the descriptors that were proposed andevaluated, a material that may contribute to decisionmakingregarding permanent basic care education.
