RESUMO
Neste ensaio discutimos o tratamento que o lazer vem recebendo do Estado brasileiro e o motivo de tal tratamento, diferenciando política de Estado e política de governo. O lazer ou está ausente de políticas que têm como objeto a cultura ou, nas políticas sociais, está frequentemente subordinado a setores como saúde, educação, esporte, segurança e previdência social, em geral, impregnados de proposições compensatórias e funcionalistas, como se não possuísse significados e sentidos nele mesmo. Tais políticas evidenciam formas de conceber o lazer e demonstram que ele não vem sendo entendido como tendo sentidos e significados nele mesmo, apenas como meio para as outras políticas alcançarem seus objetivos.
ABSTRACT
In this study we discuss how Brazilian State deal with leisure and the reasons for such treatment, differing State policy and government policy. Leisure is often with social policy, subject to sectors such as health, education, sports, safety, and social security. In addition, it is generally full of compensatory and functionalist propositions, as without meanings and feelings. It is perhaps absent in policy focused on culture. Such fact, thus, reveals ways of conceiving leisure, showing that it has not been understood as having meanings, but only as means of objects of other policies achieve their goals.
