RESUMO
Os movimentos sociais ocorridos durante a década de 80 na busca por um Estado democrático aos serviços de saúde impulsionaram a modificação do modelo vigente de controle social da época que culminou com a criação do SUS a partir da Constituição Federativa de 1988. O objetivo deste texto é realizar uma análise deste modelo de participação popular e controle social no SUS, bem como favorecer reflexões aos atores envolvidos neste cenário, através de uma pesquisa narrativa baseada em publicações relevantes produzidas no Brasil nos últimos 11 anos. É insuficiente o controle social estar apenas na lei, é preciso que este aconteça na prática. Entretanto, a sociedade civil, ainda não ocupa de forma efetiva esses espaços de participação.
ABSTRACT
The social movements that occurred during the 80s seeking for a democratic State to the health services stimulated the modification of the current model of social control of the time that led to the creation of SUS as of the 1988 Federal Constitution. This text's objective is to perform an analysis of this model of popular participation and social control on SUS, as well as to favor reflections to the involved actors in this scenario, through a narrative review based on relevant publications produced in Brazil on the last 11 years. It is not enough for the social control to be only in law, it is necessary that it takes place in practice. However, the civil society still doesn't effectively occupy these participation spaces.
