RESUMEN

Se analizan recientes iniciativas de tratamiento social la pobreza en Uruguay con el objetivo de demostrar que representan un avance de la lógica punitiva sobre el comportamiento de los pobres. Los dispositivos seleccionados son las asignaciones familiares del Plan de Equidad - principal programa de transferencias de renta condicionadas -, el Plan de las 7 zonas - que articula programas asistenciales con medidas de seguridad- y la recientemente aprobada Ley de Faltas - que reedita, en algunos de sus contenidos, las leyes de pobres inglesas. El trabajo se propone analizar los aspectos que constituyen el denominador común de estas iniciativas aparentemente diversas.

ABSTRACT

It discusses the recent initiatives of social treatment of poverty in Uruguay with the aim to demonstrate the advance the punitive logic about behavior of the poor. The initiatives selected are family allowances the Equity Plan main program conditioned income transfer, the Plan of the 7 areas-that articulates security and assistance programs, and the recently approved Law on Misdemeanors, reissued, in some of its contents, the English Poor Laws.The paper analyzes the aspects that constitute the common denominator among those seemingly diverse initiatives.
