Iniciativas para el acceso equitativo a la información científica en el Instituto Nacional de Higiene, Epidemiología y Microbiología de Cuba / Initiatives for equitable access to scientific information at the National Institute of Hygiene, Epidemiology and Microbiology of Cuba

RESUMEN

El movimiento de acceso abierto a la información constituye un movimiento social donde participan investigadores, bibliotecarios, editores y otros miembros de la sociedad y aboga por la ampliación del acceso a la información científica, a través de la eliminación de barreras económicas, tecnológicas y de permisos. Se presentan algunas de las iniciativas desarrolladas en los últimos diez años por el Departamento de Información Científica en Higiene, Epidemiología y Seguridad Alimentaria perteneciente al Instituto Nacional de Higiene, Epidemiología y Microbiología; con vistas a propiciar el acceso de todos los usuarios a la información, el conocimiento y el desarrollo de capacidades de forma equitativa, a saber biblotecas virtuales de salud temáticas, colecciones digitales, publicaciones científicas, educación a distancia, entre otros. En Cuba, a pesar de los esfuerzos y las inversiones realizadas por el gobierno, las diferencias de acceso y conectividad son evidentes, fundamentalmente, en el interior del país producto de las limitaciones económicas y el férreo bloqueo al cual está sometido el país por más de 50 años. Es necesario propiciar el acceso abierto, universal y equitativo a la información especializada a toda la comunidad de usuarios en cualquier lugar donde este se encuentre(AU)

ABSTRACT

The open access movement is a social phenomenon involving researchers, librarians, editors and other members of society. The movement advocates broader access to scientific information through the elimination of economic, technological and licensing barriers. A presentation is provided of some of the initiatives developed during the past ten years at the Department of Scientific Information in Hygiene, Epidemiology and Food Safety of the National Institute of Hygiene, Epidemiology and Microbiology, to provide all users with equitable access to information, knowledge and the development of professional skills. Among these initiatives are thematic virtual health libraries, digital collections, scientific publications, distance education, and others. Despite the efforts and investments made by the Cuban government, there are obvious access and connectivity disparities, mainly outside the capital, due to economic limitations and the harsh blockade imposed upon the country for more than fifty years. It is necessary to provide open, universal, equitable access to specialized information for the entire community of users, irrespective of their geographic location(AU)
