A Política Nacional de Humanização - PNH: o método da tríplice inclusão e a participação social de gestores, trabalhadores da saúde e usuários do/no SUS / The National Policy of Humanization - PNH: the triple inclusion method and the social participation of managers, health workers and users / SUS

RESUMO

A tese resulta de pesquisa realizada em unidades hospitalares de Saúde Pública, tendo como objeto o estudo do método da tríplice inclusão, postulado pela Política Nacional de Humanização da Atenção e da Gestão do SUS, também conhecida como PNH/HumanizaSUS. Parte da interface do tema da Humanização da Saúde e da premissa de controle social em todas as instâncias gestoras do Sistema Único de Saúde e analisa o processo de inclusão e participação social de gestores, trabalhadores de Saúde e de usuários, nos dez anos de implementação da PNH no Brasil. Uma reconstituição histórica da PNH foi realizada a partir das narrativa de três formuladores desta política pública. Entre os principais autores que sustentam esta investigação,citamos que além dos formuladores da Política de Humanização, apoiamo-nos em Georg Simmel, Marcel Mauss e Michel Foucault.O estudo que dá suporte à tese serve-se de abordagem qualitativa em Saúde e das ferramentas de análise hermenêutico-dialética, por meio do qual o autor analisa o material empírico obtido em 33 entrevistas realizadas com protagonistas da humanização da Saúde, no âmbito de dois hospitais do setor público no Rio de Janeiro.Por meio da aplicação de roteiro de entrevista semiestruturado, o autor faz uma análise de conteúdo acerca da humanização da atenção e da gestão da Saúde, com ênfase especial no uso das categorias inclusão e participação social nas falas dos protagonistas,direta ou indiretamente envolvidos em práticas de humanização...

ABSTRACT

The thesis results from a research conducted in the public health sector, having primarily as its object the study the of the triple inclusion method postulated by theNational Policy on Humanization Care and Management of the SUS, also known as PNH / HumanizaSUS. This policy sets the interface issue of health humanization andsocial control premises, at all management levels of the health system, and analyzes theprocess of social inclusion and participation of managers, health workers and users, along the last ten years of implementation n Brazil. A historical reconstructionof PNH was performed from the narrative of the three central managers of this publicpolicy. Among several authors who support the investigation, besides the formulators ofthe National Humanization Policy, we rely on Georg Simmel, Marcel Mauss, Michel Foucault. The study gives support the use of a qualitative approach to health through hermeneutic dialectic method, through which the author analyzes the empirical material obtained inthirty-three interviews with protagonists of humanization of health, within two public sector hospitals in Rio de Janeiro. Through the application of semi-structured interview guide, the author has achieved the content analysis regarding humanization issues management care and health, with the special emphasis on the use of category inclusion and social participation in the speech of those directly or indirectly involved in humanization practices...
