RESUMEN
Por protección social se entiende el conjunto de normas que tienden a evitar la exclusión de grupos en estado de vulnerabilidad de determinados riesgos enfermedad, vejez, invalidez, desempleo y otros, que les permite desarrollar actividades de la vida diaria, alcanzar mayor autonomía y ejercer derechos de ciudadanía. Esta política de acuerdo con la resolución CD52.R11 de la Organización Panamericana de la Salud, favorece el acceso a niveles adecuados de cuidados a la salud. Al respecto se debe considerar el incremento en la sociedad de grupos de población dependientes, lo que plantea una serie de demandas futuras no ajenas al quehacer médico. Es preciso comprender que aunque se garantice el acceso a la justicia de estos grupos, no siempre la valoración médico legal va a garantizar las pretensiones del denunciante. En la atención de la población dependiente están implicados diversos sectores, las instituciones encargadas de garantizar los cuidados de salud deben dar importancia a la calidad de los servicios y al carácter inclusivo de la oferta.
ABSTRACT
For social protection means the set of rules that tend to avoid the exclusion of groups in vulnerable situations of certain risks sickness, old age, disability, unemployment and others, allowing them to develop activities of daily life, achieving greater autonomy and exercise citizenship rights. This policy is in accordance with the resolution CD52.R11 of the Pan American Health Organization promotes access to adequate levels of health care. In this regard, shoud be considered the increase in the society of dependent people, raises a number of future demands related to medical task. Although access to justice is guaranteed, not always the forensic assessment will ensure the claims of the complainant. In addition various sectors are involved in taking care, the responsible institutions for guaranteeing health care must give importance to the quality of services and the inclusiveness of the offer.
