RESUMO

Tratar das relações entre a saúde e o ambiente no âmbito das atribuições do Sistema Único de Saúde é o desafio no cuidado coletivo para a identificação, a prevenção, o controle e recomendações de processos envolvidos na exposição humana às situações ambientais que possam gerar impacto e consequências negativas para a saúde humana. A introdução das práticas de saúde, ambiente e sustentabilidade no âmbito do SUS é o foco a ser desenvolvido e estudado nesta tese, tendo como objeto as diretrizes, as ações institucionais e suas conexões com a teoria. O objetivo é trazer reflexões sobre os caminhos da vigilância em saúde ambiental (VSA), seu histórico, conceito, teoria e alternativas metodológicas, que geram informação para tomada de decisão e inclui possibilidades de interpretação e transformação da realidade. Como uma pesquisa exploratória sobre a Vigilância em Saúde Ambiental no Brasil, suas práticas e teorias, foi estruturada em três capítulos. No primeiro capítulo foi realizada uma revisão sobre avigilância em saúde ambiental no Brasil, e seu contexto teórico e histórico. No segundo capítulo é apresentado o modelo da vigilância em saúde ambiental em curso, seu aspecto político normativo / legislativo, institucional, organizacional e técnico. No terceiro capítulo, é apresentada uma reflexão sobre as necessidades e perspectivas para uma vigilância em saúde ambiental a partir da discussão do território, da vigilância em saúde e da ecologia política. O objeto da Vigilância em Saúde Ambiental é a relação sócio ecológica do ambiente, da saúde e da sustentabilidade, e há que se avançar e pensar na análise de situação de saúde ambiental como eixo da discussão do seu objeto produzindo informação qualificada para a intervenção solidária e democrática tendo a saúde como valor que traz a discussão da sustentabilidade, da equidade,com a incorporação de uma política social que interaja condicionando o desenvolvimento econômico e social...

ABSTRACT

The relationship between health and the environment within the jurisdiction of the Unified Health System is the challenge in the collective care for the identification, prevention, controland recommendations of the processes involved in human exposure to environmental situationsthat can generate impact and negative consequences to human health. The introduction of health practices, environment and sustainability in the SUS is the problem to be developed and studiedin this thesis, taking an object the guidelines, the institutional actions and their connections withthe theory. The goal is to bring reflections on the ways of environmental health surveillance (EHS), its history, concept, theory and methodological alternatives that generate information fordecision making and includes interpretation and transformation of reality possibilities. As anexploratory research on the Environmental Health Surveillance in Brazil, their practices andtheories, was divided into three chapters. In the first chapter we reviewed on the environmental health surveillance in Brazil, and its theoretical and historical context. The second chapter presents the model of environmental health surveillance in progress, its normative political aspect / legislative, institutional, organizational and technical. In the third chapter, a reflectionon the needs and perspectives is presented for environmental health surveillance from the discussion of the territory, health surveillance and political ecology. The object of Environmental Health Surveillance is the relationship partner ecological environment, health and sustainability, and we must move forward and think about the analysis of environmental health situation as axis discussing its object producing quality information for the joint intervention and democratic with health as value it brings the discussion of sustainability,equity, with the incorporation of a social policy that interacts conditioning the economic and social development...
