Pelas beiras das cidades: a intervenção psicossocial como antecedente necessário ao planejamento urbano participativo

RESUMO

O presente estudo visa focar o processo de intervenção empreendido em Campos Novos de Cunha, no estado de São Paulo, durante os anos de 2006 e 2007, que objetivou criar caminhos para a efetivação de um espaço urbano propriamente dito. Essa circunstância implica conferir ao urbano um status que não se restringe à estrutura do agrário ou do industrial, mas os transcende em um movimento dialético, compondo-se da coexistência entre as diferenças materiais e não-materiais da vida cotidiana no contexto da sociedade planetária, ou seja, em periurbanidades. Tal intervenção foi desenvolvida a partir de uma seleção pública (Edital MCT/MCidades/CNPq n° 060/2005) voltada para o fortalecimento da gestão municipal urbana e apoio á elaboração de planos diretores participativos. intitulado cunha, sp raízes "Caipira" - observatório regional de gestão e planejamento participativo, o projeto foi conduzido pelo laboratório de psicologia socioambiental e intervenção do instituto de psicologia da universidade de São Paulo (LAPSI-IPUSP). A analise desse processo possibilitou perceber que a intervenção urbana deve ser precedida de uma intervenção psicossocial para resultar em uma planificação técnica atrelada á participação popular. Partiu de uma abordagem filológica para se chegar a uma abordagem socioambiental sobre as condições favorecedoras para a manifestação do fenômeno "urbano", de acordo com Lefebvre uma práxis fundamentada na política ambiental que supõe a construção intencional do futuro, pautada na critica do passado e na inventividade do instante compartilhado(AU)

ABSTRACT

This study addresses the process of intervention carried out in Campos Novos de Cunha, in the state of Sao Paulo, Brazil, in 2006-2007, whose purpose was to develop ways of providing an effective urban space. This implies assigning the urban realm a status that is not limited to either the agrarian or the industrial framework, but rather transcending these in a dialectic interaction, based on the coexistence of material and nonmaterial particularities of everyday life in the context of a planet-wide society-i.e., in a periurban setting. The departing point for the intervention was a public selection (Publication MCT/MCidades/CNPq 060/2005) aimed at strengthening urban municipal management and providing support to the designing of participatory city development plans. entitled Cunha, SP raizes "Caipira" - observat6rio regional de gestao e planejamento participativo, the project was conducted by the laboratory of socioenvironmental psychology and intervention of the Institute of Psychology of the University of Sao Paulo (LAPSI-IPUSP). Analysis of the process revealed that urban intervention should be preceded by a psychosocial intervention, so as to allow for technical planning wedded to popular participation. A philological focus was the basis for reaching a socioenvironmental approach toward conditions that facilitate the manifestation of the "urban" phenomenon (Lefebvre, 1999) a praxis founded on environmental policy whose premise is intentional construction of the future rooted in critiques of the past and inventiveness of the shared moment. Because subjugation of individuals amidst the ideological mechanisms of a global policy is founded on a scientific ideology, the possibility of constructing an urban plan in accordance with the Lefebvrian proposal is directly dependent on the effectiveness of a psychosocial intervention capable of elucidating the logical and psychological connections of historical(AU)
