O desafio colocado pelas pessoas em medida de segurança no âmbito do Sistema Único de Saúde: a experiência do PAILI-GO / The challenge posed by people in security measure in the Unified Health System: the experience of PAILI, in the State of Goiás, Brazil

RESUMO

No contexto da consolidação da Reforma Psiquiátrica Brasileira e do Plano Nacional de Saúde no Sistema Penitenciário, as pessoas em medida de segurança e os Hospitais de Custódia e Tratamento Psiquiátrico apontam para um desafio à efetivação dos princípios e diretrizes do Sistema Único de Saúde. A descrição e análise do Programa de Atenção Integral ao Louco Infrator (PAILI-GO) são uma estratégia para delinear os limites e possibilidades de construir ações e serviços de saúde para essa população vulnerável. Uma visita a esse programa permitiu notar a potencialidade de multiplicação dessa experiência governamental em âmbito estadual, capaz de extinguir a medida de segurança de uma parcela de seus participantes, contribuindo assim para um processo de reinserção social imerso em ações intersetoriais.

ABSTRACT

In the context of consolidation of the Brazilian Psychiatric Reform and the National Health Plan in the prison system, people in a security measure and the Hospitals of Custody and Psychiatric Treatment indicate a challenge to the realization of the principles and guidelines of the Unified Health System The description and analysis of the Program of Integral Attention to Crazy Abuser (PAILI-GO) is a strategy to delineate the limits and possibilities of building actions and health services for this vulnerable population. A visit to the program showed the potential for multiplication of government experience in the state, able to extinguish the security measure of some participants, thereby contributing to a process of social reintegration immersed in inter-sectoral action.
