Complexo industrial da saúde, desenvolvimento e proteção constitucional ao mercado interno / Health industrial complex, development and constitutional protection of the internal market

RESUMO

O artigo analisa os múltiplos objetivos do Complexo Industrial da Saúde, sendo o principal, obviamente, produzir um nível de saúde aceitável para a maior parte da população, de acordo com o artigo 196 e seguintes da Constituição de 1988. O tema central do texto é o fato de que o Complexo Industrial da Saúde também é um dos principais geradores de conhecimento científico e de inovação tecnológica. Ampliar o acesso e melhorar as condições de saúde não acarreta apenas melhoria no bem-estar social, mas também aumenta a capacidade produtiva da força de trabalho nacional, contribuindo para o desenvolvimento científico e tecnológico, para a redução das desigualdades sociais e para a superação do subdesenvolvimento. O incentivo ao Complexo Industrial da Saúde, portanto, é uma das principais medidas da política industrial do país, assegurando o cumprimento do programa constitucional de 1988 em seus múltiplos aspectos o de garantia e ampliação do acesso à saúde (artigo 196), o de proteção e incentivo ao mercado interno (artigo 219) e o de buscar a superação do subdesenvolvimento (artigo 3º).

ABSTRACT

The article examines the multiple goals of the health industrial complex, primarily aimed at providing an acceptable healthcare level to the most part of the population, in accordance with article 196 and following of the Brazilian Constitution of 1988. The core topic of the text deals with the fact the health industrial complex also performs as one of the foremost generators of scientific knowledge and technological innovation. Expanded access and improvement of health conditions not only give rise to social welfare, but also boosts the productive capacity of the domestic workforce, playing a crucial role to the scientific and technological development, reduction of social inequality and to overcoming underdevelopment. The incentives to the health industrial complex take a relevant part in the national industrial policy, ensuring the accomplishment of the 1988 constitutional program in its manifold aspects guarantee and expansion of healthcare (article 196), protection and incentive of the internal market (article 219) and the fundamental objective of overcoming underdevelopment (3rd article).
