RESUMEN

The construction of urban medical groups is an important supply-side reform and exploration of Chinese urban health service system.It analyzes and discusses the interest generation mechanism,the dialectical relationship between public interests and economic interests and the balancing strategy of urban medical group construction,and proposes that the construction of urban medical groups mainly generates new value through comprehensive medical care,large-scale development,homogeneous services,digital construction and technology innovation,which can bring about optimizing the allocation of medical treatment resources,improving the homogeneity level and innovation ability of regional medical services,and strengthening regional primary medical services and other public interests.It can also bring about improvements in service efficiency,capacity and volume,which in turn generate economic benefits.The pursuit of public and economic interests in the construction of urban medical groups has potential value conflicts in terms of service positioning,cost and accessibility,effectiveness and rationality,and at the same time,there is a synergy mechanism in fulfilling social responsibilities,optimizing the utilization of medical resources,and promoting medical innovation and high-quality development.In the pilot construction of urban medical groups,public interests and economic interests should be viewed dialectically,the role of local governments in policy guidance,supervision and incentives should be explored,a focus on resource optimization,innovation-driven or high-quality development to promote the synergy of public interests and economic interests should be emphasized,and public participation should be strengthened and a performance evaluation mechanism should be established.

A pandemia da covid-19 gerou aumento de repositórios de dados digitais que registram a memória das pessoas sobre a pandemia, originando diversas comunidades virtuais que promovem a produção de memórias por meio do envio de relatos de histórias de vida em diversas mídias. Com base num estudo exploratório de natureza documental, este trabalho apresenta um levantamento amplo e significativo de plataformas digitais provenientes de diversas ações e instituições universitárias, culturais e de meios de comunicação e associações da sociedade civil que lançaram repositórios digitais para coletar e compartilhar relatos sobre as experiências das pessoas durante a pandemia de covid-19. A análise e a comparação dos registros memoriais existentes em tais repositórios indicam a importância de relatos de histórias de vida integrados às narrativas visuais compostas por fotografias e vídeos para a construção de uma rede de memórias mais inclusiva da pandemia de covid-19, ou seja, uma rede pautada nas vivências de diversos públicos e/ou comunidades, constituindo-se como memória de interesse público e contribuindo para a construção de um patrimônio cultural desse contexto. Os resultados também indicam a importância das novas tecnologias como meios de comunicação e informação desses dados de interesse público, com destaque para as narrativas transmídia, presentes em algumas das plataformas analisadas, como formas narrativas contemporâneas que possibilitam a participação ativa e o engajamento de públicos diversos


The covid-19 pandemic has generated an increase in digital data repositories that record people's memories of the pandemic, giving rise to several virtual communities that promote the production of memories by sending life stories in different media. Based on an exploratory and documental study, this work presents a survey of digital platforms from different actions and university, cultural and media institutions, and civil society associations that have launched digital repositories to collect and share reports about people's experiences about the covid-19 pandemic. The analysis and the comparison of the memorial records of the repositories indicate the importance of life stories integrated with visual narratives composed of photographs and videos to build a more inclusive network of memories of the covid-19 pandemic, that is, a network based on the experiences of different publics and/or communities, constituting itself as a memory of public interest for the construction of a cultural heritage of this context. The results indicate the importance of new technologies as means of communication and information on this data of public interest, with emphasis on transmedia narratives ­ that are present in some of the platforms analyzed ­ as contemporary narrative forms that enable the active participation and engagement of different audiences


La pandemia de covid-19 generó un aumento de los repositorios de datos digitales que registran los recuerdos de las personas sobre la pandemia, dando lugar a varias comunidades virtuales que promueven la producción de memorias a través del envío de historias de vida en diferentes medios. A partir de un estudio exploratorio de carácter documental, este trabajo presenta una amplia y significativa relación de plataformas digitales de diferentes acciones y asociaciones universitarias, culturales, de medios de comunicación y de la sociedad civil que han puesto en marcha repositorios digitales para recopilar y compartir relatos sobre las experiencias de las personas sobre la pandemia de covid-19. El análisis y la comparación de los registros memoriales existentes en dichos repositorios indican la importancia de las historias de vida integradas con narrativas visuales compuestas de fotografías y videos para la construcción de una red de memorias más inclusiva de la pandemia del covid-19, es decir, un red a partir de las experiencias de diferentes públicos y/o comunidades, constituyéndose como una memoria de interés público para la construcción de un patrimonio cultural. Los resultados también indican la importancia de las nuevas tecnologías como medios de comunicación e información sobre estos datos de interés público, con énfasis en las narrativas transmedia, presentes en algunos de los analizados, como formas narrativas contemporáneas, que posibilitan la participación activa y el compromiso de diferentes audiencias

RESUMEN

Medical insurance services provided by medical institutions are managed by medical insurance agencies via agreements, one of the most popular means of management. Hence the safe use of medical insurance funds depends on the correct performance of medical insurance service agreements. To improve the standardization and accuracy of medical insurance agreement management behavior, and protect the interests of medical institutions and the insured at large, the authors demonstrated the feasibility and necessity of public interest litigation in medical insurance agreement management from both theoretical and practical perspectives. They also proposed to promote the effective resolution of medical insurance disputes by expanding clues sources, strictly the initiating thresholds, and maintaining the modesty of public interest litigation.

RESUMEN

Recourse to litigation and positive judicial interventions is one of the most effective tools to meet public health objectives. The present review envisions compiling litigation and judicial measures in Southeast Asia Region (SEAR) while assessing their role in advancing smokeless tobacco (SLT) control, and equally highlighting, how tobacco industry has used litigation to undermine tobacco control efforts in the Region. The litigation, especially from the SEAR, up to 2017, that have facilitated SLT control or have been used by the tobacco industry to challenge an SLT control policy decision were reviewed. Most of the litigation related to SLT control from the Region are on pictorial health warnings. Bhutan has imposed a complete prohibition on sale, manufacture and import of all kinds of tobacco products and the litigation there relates to the prosecution of offenders for violating the ban. Judiciary in the Region is well informed about the ill-effects of tobacco use and remains positive to tobacco control initiatives in the interest of public health. In India, several SLT-specific litigation helped in better regulation of SLT products in the country. Litigation has compelled governments for effective enforcement of the domestic tobacco control laws and the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC). Parties to the WHO FCTC must now use Treaty Article 19 to strengthen their legal procedures and make the tobacco industry liable, for both criminal and civil wrongs.

Resumo O artigo analisa o conceito de interesse público do desporto e os critérios que devem ser tidos em conta na relação de apoio entre a administração pública, os clubes e as associações desportivas. Metodologicamente, foram realizadas entrevistas semiestruturadas a nove dirigentes desportivos com responsabilidades diretivas: sete de clubes e associações desportivas e dois da administração pública. Os dirigentes consideraram que o desporto é de interesse publico quando: a) é desenvolvido na perspectiva da generalização da prática da atividade fisica e desportiva; b) proporciona beneficios para a saúde; c) serve como ferramenta de educação e de desenvolvimento social. No que respeita às vantagens utilizadas com o estatuto de utilidade publica, os beneficios fiscais e as parcerias com organizações do sistema desportivo, foram as mais apontadas. Os entrevistados consideram que o Governo deveria ter uma estratégia focada na definição de prioridades e de seriação de critérios de financiamento, no sentido de um melhor aproveitamento do papel dos clubes e da obtenção de resultados desportivos. Sugerem ainda um maior cuidado e rigor, por parte da administração pública regional, na avaliação do papel social e desportivo dos clubes e associações, tendo em conta o desenvolvimento do interesse público e social do desporto. Como conclusão o desporto e a atividade fisica devem ser considerados como atividades de interesse público desde que assegurem efeitos positivos nos planos da saúde e do bem-estar da população, proporcionem o desenvolvimento qualitativo e sustentado da prática desportiva e potenciem o desenvolvimento econômico-social.(AU)


Abstract This paper analyses the concept of public interest in sport and the criteria that must be taken into consideration in terms of Government support to clubs and sports associations. The data was collected through semi structured interviews that were applied to nine sports directors with board responsibilities: seven of them from sport clubs and sport associations, and two of them from public administration. The directors pointed out that sport is considered to be of public interest when: it is developed in the concept of “sport for all”, provides health benefits and serves as a means of education and social development. Regarding advantages used with public utility status, tax benefits and partnerships with the sports system organizations were the most mentioned aspects. Given a better use of financial resources provided by public administration to clubs and associations, sport directors believe that the Government should have a strategy focused on setting priorities and ranking financing criteria for sport. If the government had that strategy, the development of sports results would be much better. The participants also suggest that the Government should conduct an assessment of the social role of sport clubs and associations, according to the public and social interest of sport. In conclusion, sport and physical activity should be considered as public interest activities, provided that: are able to ensure positive effects on health plans and wellness, provide a qualitative and sustainable sport development, improve economic and social development of a population.(AU)

Objective: To develop an indicator system for assessing public hospital performance. Methods:Based on literature research and expert consultation, we formed an indicator system framework and indicators for as-sessing public hospital performance. Using Delphi expert consultation, focus group interviews, focus group discussion and individual in-depth interview qualitative research methods, we constructed a public hospital performance evalua-tion indicators. Results:There are four dimensions, 11 secondary indicators, 30 tertiary indicators in the indicator system, depending on the level of hospital, the indicators and weights are adjusted. Conclusion:The indicator system is suitable for public-interest-oriented performance assessment of public hospitals, and provides basis for the perform-ance assessment system.

According to Article 17 of the Korean Constitution, the privacy of no citizen shall be infringed. There have been considerable advances in the fields of computers and communications technology in the late 20th century. However, processing large amounts of personal information has caused many problems. In Korea, incidents of personal information leakage have been occurring frequently. To solve these problems, the Personal Information Protection Act was enacted in 2011. The most significant feature of this Act is that it applies not only to public institutions, but also to corporate bodies, organizations, and individuals who manage personal information. However, the Act does not allow the management of personal information for public purposes such as public health. Recently, the European Parliament has adopted a legislative resolution on the proposed European Union General Protection Regulation. This regulation allows the management of personal information for public health, reflecting the opinions of European public health experts. According to Article 81 of the proposed regulation, processing of personal data concerning health is permitted for the purposes of preventive or occupational medicine, medical diagnosis, the provision of care or treatment, or the management of health-care services. It is also permitted for reasons of public interest in the area of public health, such as protecting against serious cross-border threats to health or ensuring high standards of quality and safety for medicinal products or medical devices and reasons of public interest in areas such as social protection, in order to ensure the quality and cost-effectiveness of the health insurance system and the provision of health services. The proposed regulation is an example of the balance of privacy and public interest in the management of personal information. Although the management of personal information is allowed in the public interest without the consent of the subject of the information, all measures should be taken for privacy protection. It is time for Korea to take legislative steps for the management of personal health information for public health under conditions of strict privacy protection measures.

Insisting on public-interest nature of health is the basic principle of new-round health reforms and development in China. The evaluation of its magnitude is an important means to carry out public-interest develop-ment. This paper clarifies the meaning of the public-interest nature of health and its magnitude and other related con-cepts and discusses why the health system has the attribute of public-interest, points out related systematic arrange-ments that should be designed to ensure the direction of public-interest in health reform. The paper also suggests that a system of measuring the realized magnitude of this nature in health reform be established to evaluate the performance and provide reference for evidence-based policies.

O processo de convergência das práticas nacionais de contabilidade aos padrões internacionais implica profundas alterações na regulação da contabilidade. É natural que os contabilistas estejam preocupados em se adaptar aos "novos" padrões buscando adotá-los, e auditar sua adoção nas respectivas empresas/clientes. Entretanto, tão importante quanto adotar e auditar a adoção dos International Financial Reporting Standards (IFRS) nas demonstrações contábeis das empresas brasileiras é compreender o movimento de alteração das normas contábeis em âmbito nacional. Por outro lado, pouco se tem discutido sobre os impactos dessas novas regulamentações. Este artigo analisa, numa perspectiva interdisciplinar, o processo de alteração da regulação da contabilidade à luz de cinco teorias da regulação. Embora as teorias sejam concorrentes, observou-se que elas podem ser utilizadas de forma complementar entre si na compreensão das alterações promovidas pela Lei nº 11.638/07 e pela Medida Provisória nº 449/08 na Lei nº 6.404/76. Considerou-se que as teorias realiana e habermasiana são as que melhor contribuem para a democratização da contabilidade, uma vez que consideram os valores sociais na elaboração e posterior interpretação da regulação.


The convergence process of local accounting standards into international standards requires significant changes in accounting regulation. Accountants and auditors are working hard to understand and familiarize themselves with these "new" standards in order to adopt and audit them at their firms and/or clients. However, adopting and auditing the adoption of International Financial Reporting Standards (IFRS) are just as important as understanding the changes in local accounting regulation. Also, the impact of the new regulation has been little discussed. This theory-based article examines the Brazilian IFRS convergence experience through an interdisciplinary perspective. Although all five theories of regulation examined are concurrent, they can provide complementary explanations for the IFRS convergence phenomenon. Reale's and Habermas's approaches were considered those that better contribute to accounting democracy, since they adopt social values in the regulation design and interpretation.

Objective To establish the evaluation system and explore the possible impact factors for public interest nature in public hospitals. Methods One hundred and twenty-five public hospitals in Zhejiang Province were served as sample hospitals, and related data of year 2004 to year 2006 were collected. The Delphi expert investigation method, variation coefficient method and TOPSIS method were employed to screen the impact factors for public interest nature and build up the evaluation system for public hospitals, and stepwise regression analysis was conducted for possible impact factors of public interest nature. Results The evaluation system mainly included five aspects of quantity, quality, efficiency, mean charge of medical service and social satisfaction to public hospitals. The two most important factors that influenced the public interest nature were the number of beds and the number of equipments valued above 10 000 RMB. Conclusion The hospital scale is the most important impact factor for the nature of public interest in public hospitals. Therefore, the scale of public hospitals should be properly designed so as to ensure the public interest nature in public hospitals.

Este trabalho apresenta algumas idéias relativas ao impacto que as decisões judiciais causam no sistema político. Diferentemente do que se costuma destacar do trabalho dos tribunais em matéria de direitos sociais, quando se põem em relevo os padrões e formas em que os tribunais os concebem para satisfazer as demandas de justiciabilidade desses direitos, os autores - que se centram no caso chileno - mostram como o litígio estratégico pode causar, apesar de resultados judiciais adversos, um impacto positivo na satisfação dos direitos sociais. Esse impacto depende mais da sensatez do sistema político para levar em conta a situação desesperada em que se encontram muitos de seus cidadãos, ou o temor da pressão política, do que das possibilidades que oferecem as grandes declarações provenientes dos tribunais.


This paper presents some ideas about the impact that court rulings can have on the political system. Unlike what is usually written about the role of the Judiciary on the subject of human rights, when the emphasis is placed on the patterns and methods the courts devise to respond to claims for the justiciability of these rights, the authors - who focus on the Chilean case - illustrate how strategic litigation can, even with adverse judicial outcomes, have a positive impact on the satisfaction of social rights. The paper will also show how this impact depends more on the sensibility of the political system to respond to the desperate situation in which many of its citizens find themselves, and on the fear of political pressure, than on the possibilities opened up by major court rulings.


El presente trabajo avanza algunas ideas relativas al impacto que las decisiones judiciales tienen en el sistema político. A diferencia de lo que suele destacarse del trabajo de las cortes en materia de derechos sociales, donde se pone de relieve los estándares y formas en que las cortes se las ingenian para satisfacer las demandas de justiciabilidad de estos derechos, los autores- que se centran en el caso chileno- muestran cómo el litigo estratégico puede causar de todas formas, y a pesar de resultados judiciales adversos, un positivo impacto en la satisfacción de los derechos sociales. Ese impacto depende más de la sensatez del sistema político para caer en cuenta de la situación desesperada en que se encuentran muchos de sus ciudadanos o del temor a la presión política, antes que en las posibilidades que ofrecen las grandes declaraciones provenientes de las cortes.

OBJECTIVE:To put forward suggestion for establishing public interest litigation system in drug supervision and administration field in China.METHODS:Literature research and comprehensive analysis were applied to analyze the relationship between the problems of drug supervision and administration field and defect of drug supervision and administration system.And then the necessity of public interest litigation system in drug supervision and administration field was also analyzed.RESULTS:There are some serious problems which impact on people's lives and health,such as weak drug quality control,fake drug advertisement continuing to exist after repeated prohibition and right abuse of drug supervision and administration,etc.These problems may be associated with the defect of drug supervision and administration system such as defective administration system,ineffective administration,ect.A new system should be established.The public interest litigation system has the advantage of dealing with these problems.CONCLUSION:It's necessary to establish the public interest litigation system to improve the unsatisfactory situation in the field of the drug supervision and administration.
