RESUMO
O artigo tem por finalidade analisar a repercussão do princípio acesso no Programa Esporte na Comunidade. Para tanto, são utilizadas como referências as diretrizes desta política e a percepção dos gestores e atores sociais envolvidos nas comunidades, considerando a interlocução do governo municipal com o governo federal demarcada pela Política Nacional do Esporte. A análise se pautou no cruzamento das falas dos sujeitos (gestores, professores, lideranças comunitárias, pais e participantes) obtidas por meio de entrevista com as informações descritivas nos documentos Projeto Esporte na Comunidade (2007) e Política Nacional do Esporte (BRASIL, 2005) à luz do quadro teórico construído. Pode-se inferir que o acesso ao programa é limitado ao se observar: o formato de constituição dos núcleos em seu primeiro período de vigência, a quantidade insuficiente de material para suprimir a demanda dos núcleos, o orçamento insuficiente para assistência a um maior número de comunidades e a falta de estabilidade dos núcleos.
The article aims to analyze the impact of the principle access in the Community Sport Programme. For this, are used as references the guidelines of this policy and the perception of managers and social actors involved in the communities served, considering the dialogue between municipal and federal government demarcated by the National Sports Policy. The analysis was based on the intersection of the lines (managers, teachers, community leaders, family members and participants), obtained through interviews with the information described in the document Project Sport in the Community (2007) and the National Sports (BRAZIL, 2005), in the light of the theoretical framework built. It can be inferred that access to the Program is limited to observe: the format of the organization of nuclei in its first term; insufficient amount of material to supply demand, insufficient budget to support a greater number of cores and the lack of stability in the nuclei.
