RESUMEN La investigación corresponde al análisis de las finanzas públicas, especificamente al Situado Fiscal Territorial Municipal (SFTM) del municipio de Santiago de Cali, Colombia, en las comunas 21 (estrato socioeconómico bajo-bajo), 10 (estrato socioeconómico medio-medio) y 22 (estrato socioeconómico alto-alto), durante el periodo 2012-2015, en las cuales se realizo una inversion por parte del municipio, en aras de satisfacer las necesidades de la población y mejorar la calidad de vida de las personas. Para la realización del análisis se utilizaron como herramientas los Planes de Desarrollo de Comunas y Corregimientos, los Planes Operativos Anuales de Inversion (POAI) y el presupuesto ejecutado del SFTM, comparando la inversion per cápita de las problemáticas intervenidas entre las comunas estudiadas. Como resultado de este análisis se identificaron fallas en la asignación y ejecución de los recursos, dado que no se priorizaron problemáticas sensibles para las comunas 21 y 10, como lo son la seguridad, la capacitacion para el trabajo, la atencion a los adultos mayores y la participacion política de las organizaciones sociales, las cuales se consideran importantes para el desarrollo economico y social de las comunas menos favorecidas.


ABSTRACT The research presented below corresponds to the analysis of public finances, specifically the Municipal Territorial Tax Site (SFTM), of the municipality of Santiago de Cali, Colombia, in the communes 21 [low-low socioeconomic status], 10 [middle socioeconomic status] and 22 [high-high socioeconomic status], during the period 2012-2015, in which an investment was made by the municipality in order to satisfy the needs of the population and improve people's quality of life. To carry out the analysis, the Development Plans of Communes and Townships, the Annual Operational Investment Plans (POAI) and the executed budget of the SFTM were used as tolos, comparing the per capita investment of the intervened problems between the studied communes. As a result of this analysis, failures in the allocation and execution of resources were identified, since sensitive problems were not prioritized for communes 21 and 10, such as security, job training, care for the elderly and the political participation of social organizations, which are considered important for the economic and social development of the less favored communes.

Os instrumentos utilizados para a análise foram os Planos de Desenvolvimento das Comunas e Corregimentos, os Planos Anuais de Investimento Operacional (POAI) e o orçamento executado do SFTM, comparando o investimento per capita dos problemas intervencionados entre as comunas estudadas. Como resultado desta análise, foram identificadas falhas na atribuição e execução de recursos, dado que não foi dada prioridade a questões sensíveis para as comunas 21 e 10, tais como segurança, formação profissional, atenção aos idosos e participação política das organizações sociais, que são consideradas importantes para o desenvolvimento economico e social das comunas menos favorecidas.

Objective • To compare the current situation and propose the development plan for the clinical specialties of Shanghai Jiao Tong University School of Medicine. Methods • Based on Scopus database, English academic papers issued by 39 clinical specialties of Shanghai Jiao Tong University School of Medicine during 2011-2015 were analyzed by bibliometric methods. Results • The overall performance of the clinical specialties was good. The total scholarly output was 8 957 and showed an increasing trend year by year, the total citation count was 99 342, the total average citation count was 11.1, the total number of Top 1% of highly cited papers was 83, the total international cooperation papers accounted for 16.3%, and the total field-weighted citation impact of 22 clinical specialties was higher than the world average level. However, the development of each clinical specialty was not balanced. According to the number of the outstanding indexes, the 39 clinical specialties could be divided into five types, including leading type, advantage type, potential type, characteristic type, and disadvantaged type. Conclusion • According to the different types of clinical specialties, medical colleges should adhere to the development concept of classified management and take targeted measures to promote the overall level of clinical specialties.

RESUMO A conservação dos recursos hídricos demanda ações de controle do uso e da ocupação do solo, influenciando instrumentos de gestão territorial nas escalas regional e local. O objetivo deste artigo foi analisar os instrumentos de planejamento territorial aplicados no Brasil, tendo como estudo de caso o litoral norte do Estado de São Paulo. A metodologia é baseada na análise da articulação dos dispositivos legais, notadamente a Política Nacional dos Recursos Hídricos, o Estatuto da Cidade, o Plano de Bacia Hidrográfica, o Zoneamento Ecológico-Econômico e o Plano Diretor Municipal. Como resultados, são apontadas dificuldades relacionadas ao uso de instrumentos normativos de integração, com a ausência de ferramentas de suporte à decisão das distintas competências.


ABSTRACT The conservation of water resources deals with spatial plans, influencing territorial management tools at regional and local scale. This paper aimed to analyze the planning tools applied in Brazil, focusing on the Northern Coast of São Paulo. The methodology was based on the analysis on the articulation of laws: Política Nacional de Recursos Hídricos, Estatuto da Cidade, Plano de Bacia Hidrográfica, Zoneamento Ecológico-Econômico and Plano Diretor Municipal. As results, there are troubles in the laws interaction's, with lack of decision support tools.

Introducción: la Escuela Nacional de Salud Pública centro de referencia para la preparación posgraduada en salud pública cuenta con una estructura departamental que vela por el constante desarrollo profesional y científico de su claustro, para ello requiere de sólidos mecanismos de control. Objetivo: implementar una herramienta para la gestión de información de los jefes de departamentos docentes en base al plan de desarrollo individual del profesor. Métodos: revisión bibliográfica y documental, entrevista a las especialistas del departamento de cuadros y jefes de departamento docente. Como soporte tecnológico se seleccionó el Gestor de Base de Datos Microsoft Office Access, teniéndose en cuenta que genera aplicaciones de escritorio que dan respuesta a la necesidad. Se implementó como prueba para validar y obtener criterios. Resultados: se obtuvo una base de datos relacional con una tabla principal que recoge la información del docente y 14 tablas más relacionadas entre sí. Los datos recogidos fueron: profesión, especialidad, categoría docente, categoría investigativa, grado científico, dominio de idioma, resultado de evaluación docente, condecoraciones y títulos honoríficos y datos personales. Posee formularios de entrada, un sistema de informes que permite el acceso de forma rápida a los datos. La fase de prueba arrojó criterios positivos y propuestas de mejoras. Conclusiones: la herramienta permitirá a los jefes de departamentos llevar a cabo un flujo de información completo de cada profesor para la elaboración de una estrategia departamental evidenciada en la fase de prueba(AU)


Introduction: The National School of Public Health, a reference center for postgraduate training on public health, has a departmental structure that ensures the constant professional and scientific development of its teaching faculty, for which it requires strong control mechanisms. Objective: To implement a tool for information management by the heads of the teaching departments based on the teacher's individual development plan. Methods: Bibliographical and documentary review, interviews with the specialists of the cadres' department and heads of teaching department. As a technological support, the database manager Microsoft Office Access was chosen, taking into account that it generates desktop applications that respond to the need. It was implemented as a test to validate and obtain criteria. Results: A relational database was obtained with a main table that collected the information of the teacher and 14 tables more related to each other. The data collected were: profession, specialty, teaching category, research category, scientific degree, language proficiency, educational evaluation result, decorations and honorary titles, and personal data. It has entry forms, a reporting system that allows quick access to data. The test stage revealed positive criteria and proposed improvements. Conclusions: The tool will allow the heads of departments to carry out a complete information flow of each teacher for the elaboration of a departmental strategy evidenced in the test stage(AU)

Se realizó el análisis de los sistemas de producción bovina en el departamento del Quindío, a través de las técnicas de caracterización y tipificación, teniendo como ejes principales los componentes: económico, social y ambiental. A partir de la caracterización de los sistemas de producción, se determinaron las debilidades y amenazas del sector ganadero del departamento y se diseñaron alternativas para el desarrollo de la ganadería. El análisis de los sistemas de producción se complementó con la información de estudios como: Visión Colombia 2019 II Centenario, Plan de Desarrollo Nacional 2006-2010, Plan Estratégico de la Ganadería 2019 y Plan de Desarrollo Quindío 2006-2010, de manera que articule la problemática de los productores con las políticas oficiales, gremiales y departamentales. A partir del análisis de sistemas y la articulación con los planes de desarrollo se encontraron cinco problemas de tipo económico, tres problemas de tipo social y cuatro de tipo ambiental prioritarios para la ganadería del Quindío. A cada problema se le asignó un objetivo para su solución, los objetivos se agruparon en estrategias, a partir de las estrategias encontradas se generaron tres programas: "Una ganadería competitiva para el Quindío", "Una ganadería equitativa para el Quindío" y "Una ganadería sostenible y amigable al medio ambiente". A partir de los tres programas planteados y sus respectivas estrategias se generaron un total de doce proyectos que deben realizarse para desarrollar la ganadería del departamento.


An analysis of livestock production systems in the Department of Quindío through the characterization and classification techniques, having the following as main components: economic, social and environmental. From the characterization of production systems, weaknesses and threats to the livestock in the Department were identified and alternatives for livestock development were designed. The analysis of production systems was supplemented with information from studies such as: Colombia Vision II Centenary 2019, the National Development Plan 2006 to 2010, the Livestock Strategic Plan 2019 and the Quindío Development Plan 2006 to 2010, in such a way that it articulates the farmers problems with governmental,, trade associations and Departmental policies. From the systems analysis and coordination with development plans five economic problems, three social problems and four environmental problems of first importance for the livestock of Quindío were found. Each problem was assigned an objective for its solution and objectives were grouped into strategies. From the strategies found, three programs were created: "A competitive livestock for Quindío", "A fair livestock for Quindío" and "A sustainable and environment friendly livestock". From the three programs set and their own strategies a total of twelve projects were generated that must be undertaken in order to develop livestock in the Department of Quindío.

El presente artículo presenta los resultados de una investigación comunitaria realizada en el Barrio Villa Turbay de la Ciudad de Medellín, el objetivo era realizar un estudio no solo para conocer la realidad, sino aportar a su transformación; en este proceso de investigación la comunidad participó tanto en su formulación como en el análisis de la información; adicional al producto mismo de la investigación, esta se tomaron como importantes insumo en la construcción de un Plan Alternativo de Desarrollo Barrial de cara a la próxima reformulación de los Planes de ordenamiento Territorial que definirá el rumbo a seguir del uso del suelo y sus relaciones culturales en la Ciudad de Medellín.


This article presents the results of a community survey in the Villa Turbay neighborhood in the city of Medellin. The objective was to carry out a study not only to know the reality, but also to contribute to its transformation. In this research process, the community participated both in its formulation and analysis of information; as well as its final product., which were taken as being important input in the construction of an Alternative Plan of Neighborhood Development as for the next reformulation of Territorial Development Plans that will define the direction to follow regarding the use of the soil and its cultural relationships in the city of Medellin.

@#International community-based rehabilitation(CBR) has adjusted the concept to meet the demands of disabled during30-years development. As the latest concept, 2010 CBR Guidelines guides CBR work in countries around the world. Chinese CBR work isfar away from the standards of international CBR concept, so Chinese CBR has to learn international CBR concept and consider Chinese situationto develop CBR with Chinese characteristics. The paper introduces the latest development and contents of international CBR, elaborateshow right and participation reflects in CBR for the disabled in China. On the basis, taking the example of Yuexi program of HandicapInternational, the paper introduces how to integrate resource, promote CBR and social inclusion of the disabled.

Muitas são as questões que vêm sendo estudadas, quando nos referimos à educação básica brasileira. Independente da abordagem que embasa as discussões, um dos temas recorrentes é a qualidade do ensino, desigual entre as regiões do Brasil. A garantia de uma educação de qualidade só ocorrerá a partir do momento em que sejam adotadas políticas públicas que assegurem a igualdade de condições de acesso e permanência dos alunos na escola. À luz destas constatações, o objetivo deste artigo é fazer uma análise, fundamentada no behaviorismo radical, de algumas dimensões das políticas educacionais da atualidade contidas no Plano de Desenvolvimento da Educação, que estejam ligadas à qualidade da educação e às formas de avaliação propostas para a sua medição. As dimensões elencadas para análise são: progressão continuada, avaliação, responsabilização e pagamento por desempenho. Percebemos que todas as problemáticas discutidas têm um ponto central: o poder de controle, fato que comprova a complexidade do tema em questão e a necessidade de compreender a educação, enquanto instituição.


When it comes to basic education in Brazil, many questions have already been studied. Regardless of the approach that underlies the discussions, one of the recurring themes is the quality of education, disproportionate across regions of Brazil. High quality education will only be possible from the moment that public policies are adopted that guarantee equality of access and the permanence of students at school. The aim of this paper is to analyze, based on radical behaviorism, some of the dimensions of today's educational policies included in the current Educational Development Plan, which are linked to the quality of education and the forms of assessment proposed for its measurement. The dimensions listed for analysis are: continuous progression, assessment, accountability and performance pay. It can be seen that all the issues discussed have a central theme: the power of control, a fact that proves the complexity of the subject matter and the need to understand education as an institution.

Este artigo relata a experiência da Universidade Federal da Paraíba-UFPB no contexto do Sistema Na- cional de Avaliação do Ensino Superior-SINAES . Discute os principais resultados obtidos com a operacionalização da Auto-Avaliação Institucional e da Avaliação das Condições de Oferta do Curso de Graduação em Odontologia e do ENADE 2004 . Os relatórios dessas avaliações foram gerados com base na pesquisa documental e de campo realizadas pelas Comissões de Avaliação (internas e externas), e apresentam um diagnóstico das condições organizacionais e estruturais do Curso e da Instituição . Destaca a relevância desses relatórios na elaboração do Projeto Pedagógico Institucional, no Plano de Desenvolvimento Institucional e nas atividades de operacionalização e auto-avaliação do Projeto Político Pedagógico do Curso de Odontologia (AU).


This article deals with the experience of the Federal University of Paraíba-UFPB in the context of the National Evaluation System of Higher Education - SINAES . It discusses the main results obtained in applying the Institutional Self-Evaluation tool that considers the conditions offered by the Dentistry Course and the ENADE-2004 . The reports from these evaluations were based on document research and on field work performed by internal and external Commissions of Evaluation . A diagnosis is presented of both the organizational and structural status of the course and of the Institution . The data point out the relevance of these reports in drawing up the Institutional Teaching Project, in the Institutional Development Plan and in activities for implementing and developing the self-evaluation of the Political Teaching Project of the Dentistry Course (AU).

The IS(Information System) strategic planning must be based on objectives and strategic planning of the organization. The IS strategic planning for a hospital is not different from other organizations. Perhaps it can be more important than other types of organizations. Hospitals possess unique characteristics which hinder implementation of the IS. Therefore when the objectives and the focus of IS are clear, the resources can be allocated effectively and integrated IS can be applied. This study will suggest general objectives and strategic planning of the hospital. Thereby we will propose the strategic planning and development planning model of IS for hospitals. Suppose that the objectives of a hospital are the quality service and effective costs reduction. To achieve these objectives we will propose the strategies such as procurement of qualified physician and personnel, maximization of productivity, maintenance of good services and comfortable environments, and redesign of business process. Thus strategic planning of IS for hospital organizations is established as the follows: 1. The objectives of the IS for a hospital are to monitor the outcome of medical services and hospital performance, and to deliver the doctor's order in order to provide the quality services to patients. Therefore the IS design strategy for the hospital should be planned to achieve these objectives. To establish these goals all hospital data should be computerized and the IS should be able to monitor the performance of the hospital. Direct dat input environment is essential for the system. 2. The direction of master plan of the IS for a hospital is the integrated system. The methods of approach for the integrated system is selected to cover the all primary data from medical services rather than functional units. 3. The objectives of development of medical service information system, first phase of master plan, include : on-line input and delivery system of all doctor's orders, inquiry about all test in any time at any places in the hospital, automated scheduling of nursing work at nurse station, hospital billing, and ancillary services. 4. In order to achieve the goal, CSFs(critical success factors) to be resolved are : doctors must enter their own orders, the employee consents to replace the manual paper work with IS, the system is maintained with rapid response even though peak time, many functions must be constructed in the short period. 5. Therefore development strategic planning of IS is suggested to maximize user's convenience, specially, for doctors, to apply several data servers with independent functions, and to introduce client-server system, and to use the commercial DBMS.
