Fundos especiais e o esporte: histórico, legislação e produção do conhecimento / Special funds and sport: history, legislation and knowledge production

Este estudo se caracteriza como uma pesquisa documental e bibliográfica que objetivou analisar o percurso histórico, o arcabouço legal e a produção do conhecimento relativa aos fundos para o esporte no Brasil. Instituídos desde o Brasil Colonial, os fundos especiais são instrumentos de financiamento público que se disseminaram no país de maneira difusa e que possibilitam a vinculação, em lei, de determinadas receitas à despesas específicas. No setor esportivo, verificamos que tanto os fundos de esporte como mecanismo de financiamento, quanto a produção científica relativa aos fundos para o esporte são escassas. Considerando a discussão relativa à instituição de fundos nas três esferas federais, diversos desafios são levantados para o setor esportivo e para a solidificação do direito a prática esportiva no país a partir deste instrumento de financiamento público.

This study is characterized as a documentary and bibliographical research that aimed to analyze the historical course, the legal framework and the production of knowledge related to funds for sport in Brazil. Established since Colonial Brazil, special funds are public financing instruments that spread throughout the country in a diffuse way and that make it possible to link, by law, certain revenues to specific expenses. In the sports sector, we found that both sports funds as a financing mechanism and scientific production related to sports funds are scarce. Considering the discussion regarding the institution of funds in the three federal spheres, several challenges are raised for the sports sector and for the solidification of the right to practice sports in the country based on this public funding instrument.

Practice and reflection on the establishment of a special research fund for the development of non-advantaged discipline in medical universities / 中华医学科研管理杂志

Objective This article takes the capital special research program of Chinese medicine as an example to explore the role of special funds in supporting the development of non-dominant subjects and balancing the development of various disciplines.Methods Statistical data analysis was conducted to analyze the approved projects,papers published and patents of Capital Medical University's Chinese medicine and Chinese medicine disciplines during the period of special establishment.Results With the support of special funds,the number of approved projects and output of achievements has been significantly improved.Conclusions The positive role of the special fund on the training of talents,the development of the subject and the basic clinical cooperation is confirmed.Through the analysis of the problems and countermeasures in the management process,it provides a reference for the development of other non-dominant subjects.

Fundo Nacional do Idoso: um instrumento de fortalecimento dos conselhos e de garantia de direitos da pessoa idosa / National Fund of the Elderly: a tool for strengthening of councils and guarantee of rights of the elderly

O Fundo Nacional do Idoso, instituído pela Lei Federal n.º 12.213, está sob a jurisdição do Conselho Nacional dos Direitos do Idoso - CNDI, que deve fixar os critérios de sua utilização em Resolução, servindo de parâmetro para os Fundos Municipais, Distrital, e Estaduais. Este artigo relata a experiência e visa a registrar e divulgar como se deu a gestão inaugural deste Fundo que é um potencial instrumento de fortalecimento dos Conselhos e garantia dos direitos de idosos brasileiros.

The National Fund for the Elderly, established by Federal Law No. 12,213, is under the jurisdiction of the National Council on the Rights of the Elderly - CNDI, which should set the criteria for its use in resolution, used as benchmark for the Funds Municipal, District and State. This article reports the experience and aims to record and disclose how was the inaugural managing this Fund which is a potential tool for strengthening the Councils and guarantee of the rights of Brazilians older people.

Preliminary exploration of special fund management for basic research / 中华医学科研管理杂志

This paper describes how the Institute of Materia Medica set up a special project considering the characteristics of pharmaceutical field,while conformed with the 'National Outline for Medium and Long Term S&T Development' and the Management of Special Research Fund at Central NonprofitResearchInstitutes.Takingtheresponsibilitiesofadministrationandproject implementation,the Institute explored measures in organizing,designing,implementation,and funding project and personnel stimulation.Especially,the Institute addressed the realization of project plan and expected objectives.After several years' experience,it was proved that the special fund is effective in advancement of personnel quality,technology,and the desciplines.It is also proposed that stable long-term support of special fund is essential for the Institute to develop as a united team.
